Confirmed gear from Rotharran Radhelm is tied to Progression

I confirmed that Tier 1 works this way. After completing Tier 1 Progression, Sparking Fragment Gear showed up on Rotharran Radhelm

Rotharran Radhelm is located in Feerrott, the Dream and sells Group gear in exchange for the following Alternate Currency: Dream Mote

This vendor has items that are locked behind the Dream Delvers faction as well as HoT Group Progression:

Apprehensive unlocks Tier 1 Gear (of Fearful Reverie).
Indifferent unlocks Rk. 1 Spells.
Indifferent + Tier 1 Progression unlocks Sparkling Fragment and Tier 2 Gear (of the Vagarious Servant).
Amiable + Tier 1 & Tier 2 Progression unlocks Shining Fragment and Tier 3 Gear (of Disturbing Visions).
Kindly + Tier 1, Tier 2, & Tier 3 Progression unlocks Emblems, Brilliant Fragment, and Tier 4 Gear (of the Elusive Eidolon).

Level 90 SK here with Amiable Faction but Rotharran Radhelm only shows items worth 30 Dream Motes available.

I completed the first Quest Achievement, Mercenary of Feerrott thinking this might open it to no avail. This just might be related to the Group tasks though which none I have completed.

It just occurred to me that I don't have 200 Dream Motes to spend yet. Maybe the items don't show unless you do. I'll report back later.

Level 91 now, Amiable Faction and over 200 Dream Motes still only have the 30 DM items available. I guess it is related to these quests. If it depends on the group quests I'll have to box my way through.

It requires completing progression and not just faction.

I don't think actual faction has anything to do with picking up these items. I believe it's based on progression Tiers. The reason I say this is because one of my Level 90 toons is "Amiable", but I've been able to pick up the Elusive Eidolon items. I did complete the Tier 3 progression group tasks, too. I noticed other descrepencies such as "indifferent" and unable to pick up Vagarious Servant items. I don't know if I'd completed the Tier 1 tasks as that point. Has anyone else run into this?

I will attempt to confirm with my other Level 90 toons.

I can confirm that every item called " ... of Fearful Reverie" can be bought on Rathoran Radhelm with apprehensive faction.
