I'd say about 30% of the time they agro on you after a hail and then you don't get the update. I played around with mez, charm, memblur, all the chanty tricks and was able to get a successful hail once out of a thrall who had agro'd before I started playing tricks with its mind. Was unable to repeat it, so I don't know what combo of spells worked.
