I have this on my 5th lvl Paladin, it was given to me when i was at lvl 3 by a lvl 9 dude. In other words, it ist a lvl 20 weapon.

I'm guessing, and I'm only guessing here, that the level is based on the level of the creatures that drop it. I've seen sand giants drop FS weapons, so....
