Like the thieves, he does not summon, snarable/rootable, has ~550k hp, and can hit for average of 6000 dmg (on 84 wizard, max i saw was 6532, backstab was 15043). Basta is slightly faster than thieves, though.

It appears you need complete this quest in order to unlock quests form Dwerina Feystalker, Galadvert Nabilsten, Jink, and Wazlum. They would give my main the quests after he completed the Times are a Chainin' but would not give my alt the quests (who had not done the shackle key quest).
When you zone in to Toskirakk, look South East and you'll see "an injured slave" with a (Quest) window beneath her name. She is at location pos282, neg442. Dwerina is immediately to the left of the zone in at location pos319, neg424. If you haven't done the shackle key quest, she tells she says,
"I do not know who you are or where you came from but we do not trust outsiders. Besides I am far too busy trying to figure out a way to help our injured."
When you zone in to Toskirakk, look South East and you'll see "an injured slave" with a (Quest) window beneath her name. She is at location pos282, neg442. Dwerina is immediately to the left of the zone in at location pos319, neg424. If you haven't done the shackle key quest, she tells she says,
"I do not know who you are or where you came from but we do not trust outsiders. Besides I am far too busy trying to figure out a way to help our injured."

While wandering through the zone, occasionally the named ogre by the entrance (Ganekk Dopp) will shout. When he does so, if you're at the zone entrance, an NPC next to you will respond to it.
Ganek Dopp shouts 'You want to eat? Have a taste of the whip!'
Galadvert Nablisten says 'That ghastly ogre is back. If only I had some [assistance]!'
You say, 'assistance'
Galadvert Nablisten says 'He's horrible. I've been trying to find a way to get rid of that [ogre] for months now, but I just don't have the ability on my own.'
You say, 'ogre'
Galadvert Nablisten says 'His name is Ganekk Dopp, and he exists only to follow orders. As long as he's been here, his orders have been to make us work harder. He follows orders so strictly he won't even fight us when we try to goad him into a trap. If I had some [implements] maybe I could falsify something.'
You say, 'implements'
Galadvert Nablisten says 'He only responds to official orders. He won't even look twice at anything I write on the scraps I can scrounge around here. You, though... can you get me the [materials] I need?'
You say, 'materials'
Galadvert Nablisten says 'This is what I need...'
