Not sure if it is a bug or even if it is an issue, but I was assigned the task when I said to Dwerina, which reasons.
Hailed a dwarven slave and got task update. So apparently any slave.

I was able to do this part with the slaves in the tunnel at the zone in .... so i think it is any elven slave in the zone ... and i only hailed once ...

I'm assuming the quest must have either a prereq, or a faction requirement of higher than amiable, as she will not give me the quest, saying:
"I do not know who you are or where you came from but we do not trust outsiders. Besides, I am far too busy trying to figure out a way to help our injured."
