This is wrong, I was a 41 rogue and it coned light blue I solo killed it in no time.
I also have a much better pic of the item. (
I gave them to my friends 37 cleric. He liked them, plate visual.

Seems feasible that this can drop off of any Hulking-type Elemental. The notes above show Hulking Earth, I got mine off of a Hulking Water Elemental.
You kill all the elementals and you get several rares. I did not get the hulking or this nice item but got some other ones with junk.
You raise the faction of the guy who owns the tower also on the island though after killing them all for sometime I was still glower dubious with the guy when my elemental faction had gone from indiff to scowl ;)
As a 55 druid it was pretty easy killing the regular ones, use epic on the, use bracer on them, run repeat on another and see constant faction hits.
