Ok, now you guys say this won't proc until lvl 25. Now, my dumb question is, does that mean it won't proc until my character is at level 25 or until my skill level is at 25? Thanks.

I think that its odd that these mid-level weapons are dropped by such higher end critters. In my opinion, us higher characters should be nice and give these weapons to newer players, or at the least sell them...

Why dont we all just send a feedback to Verant, kindly asking them to lower the proc lvl to 15? Considering how a whip of strangulation can give you 12points dd, debuff your oponnets str and agi, and do 60 more points of dot at lvl 10. I can almost guarendamtee you that the only reason the proc is so high is because It's a velious weapon (and a pretty sucky one at that). Yeah sure it's good for making a few plat selling to people in EC, but this weapon, like the gnoll hide lariat, should proc at a MUCH lower lvl. Hey, we can make a difference here, so send your feedbacks in okay? /feedback

Mine only has a Leech like spell that takes 5 points from what I am fighting and gives it to me. This not good, hope this weapon does more damage when I make higher levels.

Ok, here's the deal. If you BUY one of these from the VENDOR in Thurgadin, it is 7/28, betterthan 6/28, and it WILL PROC AT ANY LEVEL,PERIOD.

If you get the weapon as a DROP off of a mob, it is 6/28 and WILL NOT proc til lvl 25, not 24, end of discussion.

IF you want one to proc at low levels, have a hi lvl buy you one at Thurgadin Vendor, he is near the "puppy pen", also as stated stats on one that will proc at any level is 7/28, so if you try to buy one from anybody, even if they tell you it will proc before 25 and its stats are 6/28, it wont, i repeat will not, can not, aint gonna proc before lvl 25, it is a "drop" version.

I hope this is all cleared up now, sheesh.

Come on people obvisly YOU NEED TO BE LVL 25 TO get this thing to proc and you DON'T need velious to get it to proc either. their we are now plz i was reading all of this stuff and it's really repeadative so plz stop saying or should i say *Whining* about not being able to get this damned wpn to proc.

Selling sword on Tallon Zel server send tells for bid

I purchased mine from another PC on Tunare. It's
damage is 7. My Paladin gets the same message
as the rest of you do. Insuffisiant Will. My
paladin is 13th lvl. A 50th level Druid PC told
me my lvl is not high enough yet.
In AD&D a PC must get rid of the sword that he
lacks the will to operate. Perhaps this is the case or maybe I should sell this one and buy
another one to see if it will proc. Also, there
is always the possibility that if I were to boost
my WIS,CHR,or INT that it mite work?

I have been told by someone using this in his offhand that the one that the merchant sells in Thurdardin is 7/28, and the one dropped by the mobs is 6/28. I willl find out 2nite... I have also been told that the proc goes off for all levels, but I am not sure if this is on all Velium weapons, or on specific ones. I am using a Velium Great Staff on my level 9 druid, and it procs very often. I have never gotten that "your will..." message.
