Have to agree on good info on where to go for this. Looked in the bazaar for almost 2 weeks with no luck. Went to CT and started one of the ring events. Had a rune drop in about 15 minutes.
I've been haunting the bazaar for 2 weeks now on The Rathe and this thing has never shown up.
Either everyone who gets it is using it for something (Freshman Researcher Trophy for me), destroying/selling it as trash, turning it in for tribute, or this thing is just not dropping lately.
As a 52 Necro soloist this is very annoying.

found a Rune of Tempest (without 'the') on a vendor -- is it the same one, or something completely different?

There is no Rune of the Tempest, so yes, Rune of Tempest is the correct one.
This website intially had it listed as 'Rune of THE Tempest,' hence my confusion... many items in the game have similar names, yet have completely different functions. Would erase the initial post if I could, but hey, didn't think anyone's panties would bunch up because of it.

Got one in Fungus Grove. Lots of runes drop in Fungus Grove, but fairly rare.
