lol I came to look this up cause every time I look up "worms" for Slugworms, Purple worms come up also... lol in the Baz on DR there 2 venders in the baz who have these for 100k and 70k so I figured they were for a eipc or some awesome quest ... Funny..

The subject says it all...
Yes, this item can be used as fishing bait. It does not fit into the range slot, however. Tried fishing with no other bait in inventory, and it used one of these.

Sounds like a SOE goof to me. I would look for these to be fixed at some point to fit the ranged slot as conventional bait. Just a theory.
