Brell's Rest is the place where the worthy of Brell's worshippers go when their time on Norrath ends.
Some worshippers are given places amongst those of the Underfoot, to work on the world, but few find such a thing to their liking.
Many spend their afterlife in an "ideal" setting for their race. Dwarves, gnomes, gnolls,
kobolds and others all live in or around Brell's Rest or in the Shining City just out of sight on the sphere above.

The zone-in to Brell's Rest is in the Northern section of the Ruins of Old Paineel (The Hole) map. The current map I have downloaded from Mapfiend doesn't actually show the name "Brell's Rest" anywhere. Look for the label "Guardian of the Seal", because that's where the zone-in to Brell's Rest is.

At the bottom of The Hole... jump in from the Paineel ledge overlooking The Hole, or work your way all the way to the bottom from the inside of the Hole. Entrance to Brell's Rest is the door that was formerly shut (and unopenable) and is now cracked open. From long ago, this would have been where you'd fought a few epic battles for dragon scales and others that I forget...

No level requirement to zone in. You have to be level 80 to scribe the port spells, and they are no-trade.
