From Alla progression guide on UF (Accessed from Alla home page):

Tier 8 zones can be accessed after completing missions in Tiers 6 and 7:
â–  Brell's Temple
â–  Fungal Forest
â–  Kernagir, the Shining City
â–  Lichen Creep

Also, I think any time a zone is flagged as "keyed" in its description your gonna have to do some additional hijinx to access it.
