Can these orbs be multiquested?
No.
No quests in any expansion later than the Planes of Power expansion can be.
Some older quests were even retro-nerfed to no longer be mq'able.

Errrr! Forgot mage epic 2.0?
it doesnt spawn on the death of hanvar. its on its own lockout timer known as "upper globe of discordant energy". you need to kill lower bosses+hanvar as well. if you kill hanvar first without killing any other bosses, it will not spawn. then if you have killed hanvar, and then go kill ture after, it will spawn in tures room.

One night we were trying to get done fast, holiday.. Had high numbers - Killed Jelv then Hanvar .. Jelvan dropped globe. Hanvar's did not spawn until Ture died. Keldovan did not drop.
The orb didn't just spawn when Warden Hanvar is down, but also after we won the Jelvan/Tormentor script. On the lockout timer list these orbs show up as "Upper Orb of Discordant Energy" and "Lower Orb of Discordant Energy".
I suppose getting these chests is tied to clearing the lower (Keldovan/Tormentor) and upper (Ture/Hanvar) floor of Anguish. My guild always done Keldovan and Ture first, so orbs showed up at Hanvar and Jelvan - any guild ever done the reversed order and can confirm you get an orb at Keldovan and Ture as well if their counterparts are down already ?

Yes. We did Hanvar then Ture, and the orb spawned at Ture.
