Seminal Luminessence is going to make Concordant armor and they are exactly that color blue. I'm not sure what you're trying to say here but what I read from this you're misinformed.

In Field of Scale this can be dropped by Battleguard Gauntas, Fluttershade, Blackblade Loris and Slact. Probably the most often from Slact, from my experience.
