I'm not sure if Charisma does effect taunting. I'm a 52 HE pally with like 90 cha. I can taunt more then I want to sometimes with even high charisma. I think ones points value in this skill will determine it completely. Dunno how a mask to lower it will help much, but on the flipside; AC is decent for an untwinked 18-25th level player. My bard looted one and was hoping it would be for a quest but I havent found any such link.
For those of you thinking that a lower charisma makes you scarier, this isn't true!!
Charisma is not just how you look, it is your over all presence, your ability to influence others. This means that a higher charisma will relate to a higher ability to make someone afraid. You can be very ugly and very charismatic, it would simpley mean that you have a lot of "presence." This could be the way you walk, talk, carry yourself, anything. I have tested this on my 35 necro several times. I used this mask and several other items to lower my CHA as low as I could cheaply. With my lowered CHA, I was completely unable to fear anything that wasn't rediculously low lvl. Please don't post complete crap to these boards as you will lead people to do really stupid things, though they would probably deserve it for trying something dangerous without testing it themselves first, just because some idiot on a message board said it would work.
This also drops off of the Iksar Badit Lord in Warsliks Woods. Granted, he's higher level than the iksar pariahs that drop this, but if you're going after the bracer of scavenging, you can get this too.

It was once a common drop, but just for short time(not sure if any ever looted it), and for some reason they nerfed it, long long time ago. I'm not sure about the whole spell line of thought with CHA. All I know for sure is that it effects your dealings with NPC's. The higher your CHA is, the better your prices will be at the merchants. Personally, I think that the effectiveness of your spells is based solely on your casting skills, but I could be wrong, I'm not a caster. lol Overall, this mask has some good AC with it, and when I go into town to sell, I simply take it off and my CHA is back to normal. It's a good trade off, if you ask me.
Necros have been getting great higher level items that actually lower CHA so that means their fear spells work better with a lower CHA to clear things up for all you.
Unfortunately you may both be wrong... or right. Fact is we have little data either way and Verant isn't saying...
My take is to do what you feel is right in this. Much like theories on improving skills in trades and so forth, in this you much do what works for you, until hard data can be provided.
No it doesn't. I'm sick of this whole CHA subject. It only effects mez and charm spells. That's all! Some people believe it effects debuffs, I don't know, i'll have to try it out. CHA has been tested time and time again and nothing was noticed.
CHA does effect fear...it affects how long your fear lasts (basically youre afraid longer of the really scary face)...if youre looking for a realistic explaination...who would you be afraid of, a good looking high elf or a gruesome person who looks like they are undead?

I picked up one of these last night, and this is a great Monk armor. Weighs only 0.4 and AC5 is way better than cured silk. In fact, to get a better piece of face armor for a Monk you're looking at at least 35-40lv mobs. Just don't forget to take it off when you trade, although you'll notice if you do...
Yes, this is nice for a while. Although at about 30 or so you can do the quest in Icelcad Ocean for the Cougarskin Mask, not too hard really. If you're lucky the pirates will have the HQ cougar pelt for sale, and you can easily get Mammoth meat in Everfrost (or just auction for it, or buy it in Halas or Qeynos). And the cougarskin mask has nice stats on it for monks.
should the theory that a low charisma actually increases a necromancer's chance to cast fear' unresisted prove true ( clues anyone ? ) then this might be a useful item for necros. Its still nice facial protection for casters if u do not need a high CHA for spells...
