If you enter Warsliks woods from the Goblin caves, all you have to do is run around in the caves. You will find him wandering in there. I killed him and looted the mask. Then I came back a few hours later and again he was there wandering in the caves

I have seen on standing stationary on the hill to the west of Bandit Lake in Warsliks Woods. Also sometimes PH by a iksar manslayer
