I went and got the quest to see what was available for weapons...
The choice of reward for turning in the 2 crushed weapons are any of the 18 weapons available as rewards for the raids: Fippy, the Beast, Masked Invaders, Unburrowing, Brath, Arthicex; the Guardians, Arthicex the Queen. You just pick and choose.
So this is for turning any 2 unwanted UF raid weapon into the UF raid weapon of your choice (of the same tier).

This task allows you to exchange two Tier 6/7 raid weapons (from the Brell's Rest, Cooling Chamber, Pellucid Grotto, Arthicrex, Foundation, and Underquarry raids) for a single weapon from the same tier.
See Saria Everhot in Kernagir at location 1160, 625, 320 (in the forge - can locate using the Find feature, CTRL+F). You say, 'Hail, Saria Everhot' Saria Everhot says 'And hail to you as well, _____. You've no doubt heard of me and my family, [yes]?' You say, 'Yes, of course...' Saria Everhot says 'Of course you have! We're famous everywhere for m... er, our amazing [skills].' You say, 'Skills?' Saria Everhot says 'I thought you'd never ask! I can break down any weapon into its component elements, and then remake it into [another]!' You say, 'Another?' Saria Everhot says 'It is amazing, isn't it? They seem so different! Of course, talent this wonderful comes at a [price].' You say, 'What price?' Saria Everhot says 'There is a bit of waste involved in the process, so I have to get a touch of extra ore from somewhere to remake a [weapon].' You say, 'A weapon?' Saria Everhot says 'If I were to have two weapons of a similar quality to [crush], I would gladly [remake] one weapon of your choice if you let me keep the extra ore for my own use.' You say, 'Crush?' Saria Everhot says 'Just hand the weapon to me, and I can have it broken down in no time at all. Bring back two crushed weapons and I can [remake] a new one for you.' You say, 'Remake one for me' Saria Everhot says 'Remember, though, once I crush a weapon, it can't be brought back. You should be absolutely [sure] of your choice before you give me anything.' You say, 'I'm sure' Saria Everhot says 'I'll let you have any weapon from enemies you have proven you can defeat. Here is what I can do for you...' A task window pops up with three available tasks (one for each raid tier). You have been assigned the task 'Weapon Reforging: Palladium'. Saria Everhot will re-forge weapons you bring her as long as she can have an extra weapon to keep for herself. Bring her some Crushed Palladium and she will let you choose a reward from those enemies you have proven you can defeat. Be absolutely sure there is a reward you can use before handing her your weapon! Deliver 2 Crushed Palladium to Saria Everhot 0/2 (Kernagir, the Shining City) Rewards include any weapons from any of the Tier 6 raid events you've completed. | ||||||||||||||||||||||||||||||||||||||||||

By the way, when you turn in the two weapons, she gives you two chuncks of metal of various form depending on which of the three missions your doing. You turn these two metals back into her to complete the quest and get the option of which weapon you want from the list.

I turned in a Black Revenge and a Bloodied Crook of Wrath today and got a Edge of Oblivion. I can't be happier. A little less dps but now I can do better with solid aggro. :) P.S. I picked from a list of possible rewards from the zones mentioned above.

Presumably because you've got raid-acquired weapons you don't want, but for some reason the one you do want has never dropped for you or you've never won it.
