You should cast this line right before you slow the monster. I've seen a lot of SHM cast Malise first, although that's a common mistake. Our slow is disease based, and disease resists are the ONE that Malise does not lower.
Most shaman slow spells ARE magic based actually, so this debuff would not help with the majority of shaman slows.

Maybe you're getting counters confused with resist checks; shaman slows DO produce disease counters (counters has to do withwhat Cure spell to use) on the mob, but the counters have nothing to do with what resist check a spell uses.
