Gates of Discord Progression #7: Access to Txevu

This part of Gates of Discord progression follows your having accessed Qvic.
Note: If you're Level 65+, you have access to Txevu by default. Presented here is the official access quest.  
Splinter of the High Temple By now, you should have a "Sliver of the High Temple" (Ikkinz Raid #4) and a "Fragment of the High Temple" (Uqua raid). Now, you're in need of a "Splinter of the High Temple". This item is rewarded from the Inktu'ta, the Unmasked Chapel raid expedition (see the link for details). Just hail the Sentinel that spawns at the raid's end, and you'll receive the item. This raid is given out by Aganetti the Keeper in the Trusik caves of Qvic. Cipher of Txevu Find Brevik Kalaner (click for map image), a High Elf found on the topside of the ship in the Abysmal Sea at /loc 700, -230. Hail him. He requires the following items: - Sliver of the High Temple (looted in Ikkinz Raid #4) - Fragment of the High Temple (obtained from the Specter of Barxt after Uqua completion) - Splinter of the High Temple (obtained from An Ancient Sentinel after Inktu'ta completion) If you don't have any of these items when you hail him, you see: Brevik Kalaner says 'Greetings. I'd love to chat but I must get back to my studies. I've been learning as much as I can about geomancy and its uses. Good day.' If you have one or two of the three items when you hail him, you see: Brevik Kalaner says 'Hello. I see you've been busy. I've heard of your exploits from the scouts in the mountains and it seems you're close to uncovering the mystery of Txevu. Return to me when you have more information.' If you hand him only one of the items, you see: Brevik Kalaner says 'You've found a sliver from the high temple deep within the mountains! I'm impressed. Do you have anything else or do you [need this back]?' You say, 'I need this back!' Brevik Kalaner says 'Here is your sliver from the high temple.' Brevik Kalaner says 'Please keep it safe until you can recover whatever else goes along with it.' If you have all three items in your inventory, you see: Brevik Kalaner says 'I've been expecting you. You have all three pieces to complete the mystery of Txevu. Give them to me and I will use what geomantic knowledge I have to form them into a totem of stone that will carry the trusik essence.' Give him the three pieces of the High Temple: Brevik Kalaner takes the three stone pieces from you and wraps them in a soft hide covered with glyphs. He mutters some strange words and the stones begin to glow and undulate beneath the hide. You see a wind of souls swirl around you and become absorbed in the stone. 'The essence of the trusik has been imbued into this stone. With one touch of this totem, the guardian of Txevu will recognize the spirit of its masters and let you pass.' You receive the "Cipher of Txevu", which is the key to Txevu, Lair of the Elite. I saw mine on my key chain and destroyed, hoping I dont have to have later in another combine. Does this get used again for the next zone in a combine with anything?
If you do a find for Engys (General Supplies) and from him head north up the steps. Brevik is right there.
You must have the Cipher of Txevu ON YOUR CURSOR to enter Txevu the first time. After that, you will have the key on your keyring and you won't have to hold the Cipher on your cursor anymore.

A year ago I received my splinter of the high temple from defeating Noqufiel. Up until recently, I hadn't completed my alternate access qvic quest. There had been reports from the guild I am in now that recently completed the battle and had received the stones from Uqua and Ikkinz to complete the cipher upon hailing the golem.
Sure enough, I completed the alternate access quest, zoned into Kod`taz (yes, I didn't go to qvic yet) with my riftbreaker's gear. It all vanished, and the two other stones appeared on my cursor.
The short version:
If you have completed the alt qvic quest, you will not need to complete the alt txevu quest if Noqufiel is still on the menu.

this turn in is bugged atm he gives ma back the sliver and no key >8() pissed mage atm

He only returns the sliver (ikkinz 4 piece) if you have not already turned it in to Tublik in Kod`Taz... the item name stays the same but the item lore changes with turn in.
So confused... it's like this is several quests that don't work...
gave Brevik the 3 pieces, had not talked to Tublik, got one piece back, he told me to go back to Brevik & the sliver had the "two pieces fit this one. your quest is not done" info one the description...
not sure where to go or what to do... none of the walk throughs agree or make sense

Using the map feature, Brevik is located at the upper right side of the map (port stern).
Well, sort of a pre-quest really.
Access to Qvic
1. In Kod'Taz, head over to Tublik Narwethar
2. Say 'Progress update'
3. Hand in the piece you won from Ikky 4, but have Uqua piece on you
4. He will give it back with a bunch of yellow text
5. Zone into QVIC through KT
After you zone in through QVIC from KT, you can then use the npc outside the KT stone to port directly to QVIC.

step 5 you can zone out of KT and back in and it will set your Qvic key and you can use NPC to port, there's no need to zone into Qvic from KT if yah dont wanna.
