Wenglawkks is Indifferent NPC. Are Kellek and the Outcast Siren also Indifferent or are they on Kromrif factions?
I am allied with Dwarves but Wenglawkks gave me the quest. Just not sure if I can finish it and could not find Kellek last night.

Wenglawks Kkeak says 'I have been looking for a few good people to deliver goods for me. I have several deliveries to clients which must be made soon. My last delivery person ended up dead, unfortunately.' You say, 'Dead?' Wenglawks Kkeak says 'Yes, I do not know who did it, as there is not much competition in this city for trade. He was found stabbed in the back and gutted, just outside the city.' You say, 'I will deliver goods for you.' This no longer works. What response currently works? Wenglawks Kkeak says 'Are you sure you will be up to this journey? It will take a hardened person to survive the trip. Let alone find my client. We have a deal, I will provide her with an excellent hunting net and she will provide me with a giant cloak made of the scales of her kind. Take this voucher to Kellek and deliver the net. Do whatever it takes to get my cloak.' Give the note to Kellek in the next room and he gives you a Mechanical Net. Take that net to the outcast siren in Cobalt Scar and she will give you an idol. She then asks you to find her three excellent siren scales (very rare drops from any siren). Return the idol and the three scales to her and she will give you back a cloak. Take this cloak back to Wenglawk and he will reward you with a very nice container. another reason its good besides the weight factor is the fact that you can have it and an EEbag. I also have a box of abu-kar (100%wgt reduct,10slots) and if you bought the bag from the gnomes in sol a, you could carry 4 suits of armor on you if you wanted to. its silly i tell ya ;)

Was wondering if he has been moved on any other server .. Wenglawks is not where he was when I first found him, and I am on the last step of this quest .. did they change the NPC who gives it, or was he simply jus moved to a new spot??

Does the cloak you get from her to give to Wenglawk have any stats or is it just a useless quest item?

As she also needs the idol back this wouldn't work. However it does work to start with quest 3 from Wenglawk.

Maybe she drops the cloak, since she's supposed to have it as payment for the net? Could save a lot of time looking for scales. Is she on giant faction?
probably not, she probably needs the scales to finish making it =)

The outcast is at the ocean bottom on the south side of the island(right as you come from ss)at loc neg 1422, neg 900. The idol is a pos no stat hunk of quest junk.

She is just ssw from dragon portal at bottom of ocean, dangit left loc at home- writing from work. But if you head toward dragon portal from entrance to CS then dive into ocean to right you will find her. "Outcast Siren" she wants 3 excellent siren scales from other sirens as well , to finish cloak- I have read that reward is 8slot 80-90% WR bp- can fit large items. But as sirens are not fun to kill and drop scales so rare I gave up on this- also curious to see what the idol she gives ya for net is for. It is nodrop nostats, noslot. mebbe to turn into wenglawks? shrug

8 slot weight reducer, seems to be 80-90% reduction, LARGE items fit inside it.

The reward is Wenglawks Manly Bag 8 slot weight reducer comparable to EE bag. Bag is no-drop and weights 0.1

On a side note if this person preys on the normal sirens on the grotto perhaps killing the renegade siren will raise your sirens grotto faction enough to be able to actually explore the zone.
