In most spots these share the same spawn points as the Elite Armsmasters. They have the same level (always 65) and same max/min hits (157/630 on a Warrior).
However, they have a much lower damage output than the Armsmasters - Quiescence is enough to keep my CS3/CA3 tank up against these once they are slowed, but against the Armsmasters a few big heals are needed.
That, and their name, makes me think that they are Cleric mobs, but they never cast spells (except the usual Dragorn abilities).
Non-casting casters seem to be a feature of this zone. The Ikaav Overseers conjure up their chanter pets, but never cast anything else.

I just had one of these mobs proc Deep Gouge on me. Same as I had on a dragorn elite armsman. My guess is this is just a rare skill that most dragorns, if not all, have a random chance of getting, though I don't see it that often.
