I was able to get this Void C, with only Queen Malarian and Pallorax credits (was in expedition for Pallorax, not zone).
This just opened for me after completing showdown at the crystal core. I have void E, beat the queen, beat the BB raid, and showdown (earth theme).
Edit: IF this is somehow also tied to faction, I doubt it based on the Zeb mechanic, then I am ally through earth theme to the heralds. Max ally to all but Mitius.

This is unlocked after either Pallorax the Soul Slayer or Venom Lord Ksathrax or both as my mage, who just bought this for 75 chronobines in Void E, didn't have acess until I got him in on those kills. He has none of the Earth theme kills so those don't unlock it.
Seems a few raids must unlock this as my necro got it after "Showdown at the Crystal Core", only other thing she has is Queen Malarian. Looks like anything beyond Crystal Core raid will unlock it.

I have both of these and am Void E and do not see it.
Unlocks in Void after completing Stop the Ascension and Queen Malarian raidtasks.
Cancel this mixed it up with minor dyadic quartz.
