At the end of the quest this item is for it can also be used by paladins. The name of the quest is Spirit Aid, and you talk to Saemey Wirewhisker.

Yes they are for a quest. In the Stonebrunt mountains, the cats there will give you a quest to free the souls from these weapons and armor. They purify the weapon and return it (slightly improved) at the end of the quest.

Some of the items report with Identify :You sense a trapped soul, but not sure what quest it is for.
Have the tunic and belt, the belts in bank and I wear the tunic.
