as far as i can tell it works.my enchanter runs out of food and drink way less with her mount and hay then another char of mine that has a mount and no hay.I go through water like crazy with that char.now let me say this,the thing is the hay helps prevent losing so much food and water.I was never told it completely kept the mount from eating,only slows the consumption.that being said believe what you want to.I've had proof with my own char.s

But it's painful to see a 2008 post claiming this works, when there was a (correct) 2003 post that stated it does not work (in regards to affecting mount food/drink consumption). Ah, our beloved EverQuest population. Mostly unemployed stoners or uneducated stay-at-home moms. Good times.
Someone did a detailed testing and concluded the consuption rate does NOT change with and without the sack of hay. So it's only a myth. Don't waste your time with this
there are different situations ,such as, if your mount is a horse or a lizard ?maybe lizard doesn't eat hay. and if there is food that put before this hay in your inventory, you and your mount will eat that food instead of hay. so ... i have to test it myself , LOL
Don't bother looking for Sacks of Hay at specific locations, they appear to be dropped randomly in and near the field by the Millers. I've mapped 17 locations around the field where the hay was dropped and they're still dropping in new places.
I found that sack of hay was ground spawn in the Miller's field in Western Karana. For those of you who do not have maps, the four coordinates for the location of the field in which the sack of hay spawns are (-2306,-5770),(-2306,-4223),(-3855,-4223),(-3855,-5770). If you drew a line to the four coordinates forming a square that would be Miller's field. Thought I would add this tidbit for those who do not care to mess up faction killing Tiny Miller.

There is no statistically significant difference in food / water consumption with either the stack of hay, or "plain pebble" equipped (2 myths re: food and water consumption).
