I'm not sure if this is actually rare at least in Qinimi. I've gotten 2 pretty much off the ukun fleshounds in the cages. One when I was looking for it and another when I was trying to get kyv tongue.

This item dropped for me last week off a ukun in Yxtta, clearing the Golems/surrounding mobs right next to the Uqua zone in (was getting AC aug for guild warrior). So not only Natimbi and Ferubi!
