As a lvl 62 magician with all magic skills maxed including first and second specializations, this charm gave me HP:12:, Mana:12, Int:6, Wis:6, Magic:12 and Spell Haste II for an effect.
As per Lucy and verified in game, this item is now tradable.

update on last post hit lvl 55 and was about to give up on spawn as quarter are now light blue (just stayed to seal lvl)charm droped logged, happy, came back few hours later he was up again woopee charm again (had alt camped there for the extra leggin drops) so got 2 charms <---VERY HAPPY
spent from lvl 52 to 54 and 8 aa's camping this item (exp is good and gem drops make it worthwhile) but this guy is rare killed him 6 times and got leggins everytime. beginning to think it does'nt exist anymore

I had all day Sunday to camp this guy for the Charm. I started at 10am and left the camp at 10pm. I knew exactly where he spawned but killed everything anyway. In the end, I was there for 28 cycles and the list of items dropped as I waited for this guy included...

By the 252nd MOB and 28 cycle completed, knowing the Charm was rare, I figured there was only a cycle or two I could do before hitting a wall.
At the beginning of the 29th cycle, staring at his spawn point, expecting another Ogre pop (and my heart to sink AGAIN, he Popped!
I kill him easily enough and he drops only a missing tomb, and the charm. The charm is a rare drop off a rare MOB, so the time spent paid off!
So, if you come here for the charm, you could be in for a long haul, unless you get lucky.
Now off to get the Rust Encrusted Tunic off the Dandolek Boat, Captain Rockbelly...Ugh!
Alas, as a beastlord it was a treat for this to drop off the Captain for me. But Spell Haste II has limited use for me as a 55 beastlord. About the only spells I use at level 44 and below are SoW, Healing and Levitate. Other than that, none of the spells I use regularly are hasted. the WIS+5 and extra mana are a plus, though.
I have had the captian pop 4 times so far in about 10 hours of camping the boat. I got the leggings twice - went to my guildmates and the charm. My skills are all maxxed, so I got the full effect of the charm. Mmmm Mmm Good!
I've made about 4k hunting the Stormwave. While the gems do not drop frequently, there are more than enough drops to make a wee mage happy and rich.
I have personaly found it this item does not work based off specialization skills. I am a druid and all my specialization skills are max but my main specialization skill. My basic skills where not fully maxed either, but after I go this charm I maxed out my BASIC casting skills which gave me the full charm effect. So just max out your Abj, Alt, Evo, Conj, and Div and you will have the full stats. Hope this helps anyone that has been confused on this
Having hunted many hours for the Captain, and only killed him twice, my two cents on his "placeholder" is this: he always spawns in the same location, but is a random spawn -not triggered- so you have to cross your fingers and pray while killing everything on the boat. I've killed the entire crew five times and not seen him. Another time I went through the cycle once and he showed up.
He always pops in the spawn location directly across from the ramp from the dock to the boat. It is the spawn point where the mob will be standing on the catapault/cannon thing near the base of the far ramp to the upper deck.
This does not go by specialzation, it goes by maxing normal caster skills, if you scroll down a few people already mention this. So this is hybrid, int, wis caster useable. My only question is on bards, would it go off instruments? BTW droped on about the 5th captain spawn while soloing the boat. He was a pushover, I had to char twice but It was more to rush it and see what he drops
Strolling through zone and saw him up. Killed him and no one in zone to loot but me. I see no stats on it as a bard with a few instruments at 235. So seems to not work for bards.
Was camping drunken pirates last night and someone was camping this guy. Well, they left a spawn too early and guess who pop's up on tracking? Dropped the charm and some quest item. Word to the wise... If you're camping a named spawn, wait for PH to repop before you leave. So that you don't see posts like this of someone just walking up and seeing the named and get the results of your hours of killing PH waiting on him.
Yeah, you can. Earth pet is indeed very useful here for the root (one of the few places it is). I got this item today at 51, was using Vocerate Earth... just summon pet, Shield of Lava, pull mob with Ceramic Band, let pet tank him. Goal is to keep pet alive, his HP doesn't matter... sometimes I needed to toss a Shock of Swords too, sometimes I didn't. After the fight, Reclaim Energy with one of your focus items, summon pet again, repeat. Since you're medding all through the fight, there's literally zero downtime. Just make sure you come with at least 5 or so stacks of malachite.
I'd recommend you get 51 so you can use Voc: Earth but if you're 50 I guess you can try it with a focused 49 Earth pet. If you find that it's taking too much damage though, I suggest just using Monster Summoning II. No root, but it has pretty much the same HP as Voc: Earth does.
BTW, my casting skills aren't superb (Evo, Alt, Conj and Abj are high, but Div is only about 90), and this item started out for me at 4 WIS 4 INT 8 HP 8 MANA 8 SVM and no Spell Haste II.
Myself and a few Guildies checked out the stormwave for a few gems ended up looting two of these beuties in 20 min of each other!! What luck!! Well for INT casters you must max out All five schools of casting and your specializations but heck who cares wouldn't you do it anyways lol this Item rocks!!

Yup, once you get ALL your casting skills maxed, this charm goes full power.
I suppose for pure INT casters that would mean maxing allcasting skills, all specs, channeling and meditate. Only skill I lacked was Evocation, so I went wild in a newbie zone, sitting my horse and blasting the lvl 1 critters non-stop.
Well this thing also works on magic skills, not only the specialization skills.
When I found this thing I had all spec skills max and I got +3 int +3 wis etc etc.
I decided to train my skills a bit till i got 3 magic skills maxed at 235. I got +4 then. Now I'm using a lil bit of time each time I logon to raise my evocation and abjuration a bit.
I will try to also get one for a SHD lvl 54 alt I got, to just test if it with only magic skills also gives some stats.
I have this charm on a L51 BST, for BST ignore the word 'Specialize' what it really means is your regular magic disciplines (Alteration, Abjuration, Conjuration, Divination & Evocation). Take all 5 of these skills to their max (235) and the charm will be at its maximum effectiveness and have the Spell Haste 2 focus affect.
I suspect other classes may have to raise things differently to get the best results from this charm.
I had all these skills maxed at L51 apart from Divination which i had to work on a little since it was at 204. Sweet little charm, pity the focus doesnt work on the higher level spells.
I haven't seen anyone level 60 or above post on this. It may be possible that as you hit level 60 and higher the Spell Haste would be increased to III?. Maybe at 65 Spell haste IV?. Who knows til someone of that level posts.
I've been thinking about the stats on this . Which come to make me wonder with ( PoP AA ) would it make this Itom stats go even higher ? Would be kinda nice if the stats were able to go alittle higher like 6-Wis 6-int 11-HP 11-Mana 11-SV Magic Effect : Spell Haste III or even beter 7-wis 7-int 12-HP 12-Mana 12-SV Magic Effect : pell Haste IV . Just a Thought =/
This item only gave me Wis: +4 Int: +4 Magic Resist: +9 HP: +9 Mana: +9 and no spell haste II with all my specializes at 50 and one at 200, once I got the last casting skill (divination) to 235 I got the full stats (Wis: +5 Int: +5 Magic Resist: +10 HP: +10 Mana: +10)and spell haste II , so appears to be tied to the regular casting abilities as well as specializes...My 2cp
Got mine tonite 4/3/03 on 2nd round of killing the hands on the Stormwave. Is absolutly the best charm possible for a 53rd Necro that I have seen. can hold the ship easily with 2 people one being 50ish. just keep making the founds and bring lots of bags made about 300 plat and got a BD and several gems along with tons of pet weapons. the Druid i was with got a barnacle covered staff of some sorts that was very nice as well on the 2nd round after the Capt dropped this charm.
