Only 2 spawn in the hall leading to sanctum somnium. Killed 8 spawn sets of "a dream devourer" so far. On the 9th spawn set he spawned. Doing it for the zone hunter achievement not loot but if anyone was wondering he dropped the Pallid Coat and the Lucid Remnant of Devotion.

Zerkelos the Damned's PHs is known to spawn from the gargoyle mobs in the hall leading up to Sanctum Somnium.
It hits for a max ~14,000.
