Anyone playing on Project Quarm, he was not at the shrine like he used to be on p99 when I found him. He was at loc 9, 704. After wasting hours I finally had a druid track him.

He can spawn whenever you kill Quester dunden (guy on the totem)as the next spawn. Either dunden will spawn again or whopal will. You could get whoopal the next spawn or within a half hour's worth of spawns.
If you hang around waiting for whoopal to spawn.. you'll be there for 9 years ;) (Unless someone kills dunden)
I hope you know you have to kill quester dunden, then master whoopall might take his spot.
If you are just "camping" there without ever killing dunden, you'll be there forever. My dark elf cleric has done this quest COUNTLESS times, to use the halfling mask for faction help, and I normally get a whoopall within 15 minutes.
This little guy is a pain in the butt. I started the quest and killed Questor Dunden(the PH) I have cleared the whole camp repeatedly, I killed every single halfie there at least six times. They all have a DS so they end up hurting after a while. I have yet to see him pop. The item thats a result of this quest is pretty good for us clerics that are not twinked. Its got some wis and some mana, and even unlimited charges of Siphon strength. But what I wanna know is, how can I make him spawn???? Killin the PH isn't workin, so what do I do?

I did camp the area Whoopal was supposed to be and killed the NPC that supposedly spawns in his place. After about 5 kills, sitting around for nearly an hour, almost getting myself killed by a Leatherfoot Deputy, and having those blasted mana unlimited initiates annoy the **** out of me, I called it a day. This quest is for people who have NO LIFE. And I mean online OR off. Take my advice ... unless you're a nosepicking loser, don't make this quest a priority.
Whoopal's head is part of the second Cleric quest, the Disciple Symbol of Innoruuk. Take his head to Draxiz on top of the caster guild in Neriak Commons zone and he gives you a Skinned Halfling Face Mask: 1 Illusion Halfling. Next you go to WC and find Wallyn Slyfoot, morph into a halfie, hail him telling you'll help him, he gives you note, go back to Draxiz and give him the note, then he tells you the note talks about a Halfling Spy in the Neriak Commons zone...go in the hidden tunnel in the waterfall and find the pitfall, jump down it and there's a halfling spy...kill the spy and take his head to the guy that gave you the quest and voila, you have a nice new necklace. Cleric Shaman only, Dark Elf, Troll, Ogre only.
I ran all up and down the west side of the zone to the far northwest corner, and out to the middle of the zone, tracking all the way. I also looked all around the hobbit camps several times, and i could not find him. Anyone know where he is? Does he only pop when you take the note from Wallin?
At times you say? ive killed the whole camp half a dozen times and no Whoopansy... sigh apparently hes not the common spawn and the leatherfoot that walks right by his spot can be quite high lvl
