A little more info on this please. I have the head and would love the mask.
It is part of the Innoruuk Disciple's symbol quest (https://everquest.allakhazam.com/db/quest.html?quest=168). The quest NPC is Draxiz N'Rit who is at the top of the tower of the spurned in Neriak Commons. I do not know if you can get the mask without starting the quest - when I did it many moons ago, I did the whole quest.

There is no link here but it's used in a dark elf/troll only quest and this item can be handed in to get a single charge halfling illusion mask, must be equipped, and is only usable by class/race combinations that can use the final quest item (Dark Elf Cleric and Troll Shamam)

Found this item on Master Whoopal at the rune just South of the river on the West side.
