You don't hand him anything. It is a quest to teach you how to treat the scales yourself. Also, if you are under 54 in tailoring you will get to that for free. You combine the items given you and hand them in single, i.e., you can give him back four created items at a time in single spots. If you turn them in stacked the quest will take forever. There are four steps. Each time you turn in 100 of the items and say "what work" you will be given different items to combine. When you have turned in 100 of the fourth item, he will teach you to treat the scales.

You do actually give him a Preserved Muramite Etched Scales.
His quest is similar to the set offered by Tonlyei, however, rather than being entirely free and requiring 5 sets of 100 combines (20 at a time), he asks for 4 sets (Wristguard, Glove, Cap and Patch) of between 30 and 40 combines each (10 at a time). However, for each set, he requires you turn in a Preserved Scale, so you need to have 18 preserved scales (from giving 9 looted scales to Tonlyei) to learn the recipe.

This guy asks you to bring him muramite scales for tailoring. you have to turn them into the girl next to him to cure them then hand 1 to gerald. He will give you 10 wrist patterns and 10 marumite pieces to combine .. after turn in he says there is more work but it seems to just repeat. Post more if you know more ..)
