This NPC was added in Omens as part of the associated quest. He is not up during Velious era, or any era before Omens. Confirmed he does not spawn on Agnarr, which is locked to LDON. Additionally, the quest NPC that gives this quest is also not up in Plane of Tranquility.
Was doing a polar bear swim in WW. Haven't been up here in years. Saw this guy on track. Red - no camo up - EEP! Don't remember seeing him way out here before. Check Alla.... hmm probably get wiped, but let's try - gate memmed. Level 55 Druid solo, poorly equiped 975 AC, 490 Atk. hehe, 4k mana, used 78%, he never touched me but then again I was brought up old school. He didn't run at 10% he ENRAGED, and kept coming til his death. Dropped Banished Efreeti Heart (no drop). Took awhile, I didn't time it, 4 DoT's one being ES arms is all I used over and over. [Ensnared first time and lasted till the end, resisted grasping roots from Tunare neck more times than not, and it didn't hold long when it stuck. (don't need root anyway but just for the info).]{No KEI, no potions, self buffed only} I would never have even tried this guy if it wasn't for the encouragement I read here, Thanks all.
75 lvl pally with 2600 ac and 13k hp. Was an easy kill. had to cast one 900 per tick HoT on me, but no other probs. Oh, I am ally to dragons that helps, no dragon adds. Camped for him by Hechaeva nest on western side of Wastes.
Just did this with my 60 necro. Resisted my snare 3 times in a row. Also resisted my poison spells pretty much every time, disease spells every other time. Fire based spells landed every time. Of course a Velium Hound had to jump in about 20% into the battle. Kept it snared and finished Efreeti off. Now have a 60 necro who can enter Sol Ro Tower. I had about 15% mana left by the time it was over. Would have been a simple fight if not for the add.
I found him roaming around the area north of Temple of Veeshan.
with 2600 ac (dps gear on, not tanking gear) no hits were over 200. Lots of 150. No healing needed.
Pops in the NW area of the zone. Nothing assists him, so can agro and run it all the way to the SG zone line and fight safely there.

Soloed by 65 shammy, who's not even tier1 pop geared (51 aa!)! =p Max hit 630, relatively slow, resisted Pox once and that's it. Lasted two rounds of Bane / Saryrn recast and ran off in 10%.
Wanders around non-stop without breaks as far as I know. Was killing named dragons until he just decided to walk past me. ><
Very easy mob, Lv70 Cleric + Lv70 Rogue, Cleric tanking - no kiting or root/dd. Max hit was around 570, most 350ish, moderate speed. Mob ran around 10%.
/Loc position was correct as posted below - it's on a little hill just West of the ToV valley.
Wyvern add, crag add, and Fabled Myrkaa (something like that) who roams in the area add... we did the loot and scoot and it worked out.
Definately watch for adds at all times, we were fine until 10% and adds just wandered into us from behind. Big aggro range especially on Fabled.
After reading the posts, He seamed like a push over. Lvl 65 SK, self buffed after killing a few named dragons who dispelled everything I had. With just DS, Cloak of Luclin, Major Shielding (Bloodember BP) and Pact of hate, 1500 ac and 6.2k hps. This guy wiped the floor with me. Triple hitting for over 1k total I didn't last too long before FD. Got him down about 6% before i FD'd at 40%. Guess the trick to soloing him, is to stay away and not get hit.
Wanted to get alt access on my shammy so I figured I'd give him a shot. Shaman is only level 56, but well geared. Took him down without a prob, started out rooting/dotting, then just aggro kited him around.
70 beast self buffed only, no pet toys for my pet. Only had to use heal on mysefl twice and the mob was down in maybe a minute. For a level 65 mob, he compares to a level 50 mob.
this mob spawns at loc pos 63. pos 3600. neg 74 ,(west coast),after he spawns he walks north , up the coast, after a while , he turns around and walks back down the coast ,he is on a one hour timer, easy kill
Did him with a 70 paladin (OOW defensive aa Maxed i solo'd)-- for my 61 mage. just had self buffs, KEI, Haste, and Convi. Took noticeable amount of mana since I haven't got alot of healing aa but none the less he's a poon.
Mage is KoS CoV so I didn't want to have her fighting out there.
All we need is post from a cleric soloing it one geared well enough could easily.
65 Ranger solod him pretty easily, was just loong and boring. He was a white con and I thought it was gonna be hard. Only time that I had trouble was when I got a stupid drake as an add. So I ran the hell out of there and the guy regened so fast it'll make your head spin. Another thing he IS rootable and snareable, otherwise I would've used a ranger FD.
He was in zone on the edge of the cliffs that lead down to the ocean. level 70 mage with me sent in pet and i nuked 2 maybe 3 minutes max and it was dead
I found this guy on the far western part of the zone on the edge of the cliffs that lead down to the ocean. I'm a lv 70 Necromancer - I casted my snare and put a fire and curse DoT on him then sent my pet and started kiting him around. He doesn't seem to have too many HP because he was going down fast for a Lv 65 mob. This light-blue conning dragon walks by (think his name was Linbrak) so I feign death to avoid the trouble and my pet starts tanking the efreeti. I was using the lv 67 tank pet, but he was taking too much damage and I had to have my pet feign death, also. The dragon passes by and I get up and kill the efreeti from 100% (he thought I was dead and his health regenerated back to 100%). All and all he was very easy. Dropped only the heart for Tower of Solusek Ro access.
70th sk and pet with conviction only, all discs up, melee solo'd him... procs and taps healed me fine 2 minute fight tho took two casts of dark constriction to cripple him. ended with 17m and 50% health. little harder than bot mobs but less hp. worst part was trackin him down. gonna try him with my bard tomorrow.
