This is a Special Slayer achievement.
You're becoming a thorn in the side of the Wyrmqueen's children. All the bigger dragons (elder, ancient, etc) in The Breeding Grounds count. They're very plentiful and easy to kill.

All the 'little' dragons count for achievement 'You call that a dragon', most time pulling or killing an elder you will get one to four of the 'little' dragons. The 'little' dragons will flee LoH and in some areas this can attract alot of friends.

Big dragons in FoS count for this, repop is 16 mins & 7 secs.
Thats 1 dragon every 2 mins & 41 secs, almost 2 x faster than kill Vohnkare in WW every 4 minutes 48 seconds.

This must be a design bug or a sneaky feature, these dragons do count and no faction hits.
The surrounding drakes don't assist, though I have seen an instance where they all swarmed (dozens). At level 105 they merely tickled.
Nevertheless, without agro, completing this section here will be like watching paint dry, gonna try to stir up some agro.

Vohnkare in WW respawns every 5 minutes, but there is only a limited number of dragons in that zone so it takes a long time. Very few options in other zones. Expect to wreck your claws of veeshan faction

You can just keep killing vohnkare in ww, a real dragon, with a respawn time of 5 minutes. Fastest in western wastes. If your tired of running all over that zone to get the dragons
If you want to preserve your Claws of Veeshan faction, you can farm Axxanderan's Animated Remains in Direwind Cliffs....
It's not very efficient tho cause it takes about 25 mins for it to repop...
but at least, no faction hit :)

Best place, hands down, is Western Waste. So long as you aren't worried about faction...
The following DO count towards Dragonbane as well:
Aerin`Dar in the Plane of Valor
The four Ancient dragons at the end of Sleeper's Tomb
Many named Dragons in Eastern Wastes
The last one has been the fastest way for me to work up this achievement, but be prepared to wreck your faction with Claws of Veeshan and Yelinak. I went from warmly to threatening in 10-15 dragons.

Some True Dragons do not count for kill credit in this achievement. I've confirmed so far that it doesn't have to do with appearance, and seemingly no connection with lore (I would have figured first/second brood only, but Lendiniara does not count). I'll continue updating this list based on what DOES count:
