I did this raid in June of 2019. My character was allowed to participate despite having only a Record of Lore (level 3/5), rather than a Record of Fables (level 4/5).
My level 3/5 Record of Lore went up by 39%, (specifcally, from 30% to 69%).

Veil of Alaris Information & Guides: An Overview | Group Progression & Task List | Raid Progression | Visible Armor
This raid expedition begins with General Tyronith in Argath at approximately -25, 470, 9 (inside the Pinnacle council chambers). Pre-requisites for requesting the raid: - Completed "Dreams of Chaos" - Completed "A Spy Among Us" - Completed "Restoring Order" - Completed "Political Favors" - Completed Group Mission: "The Traitor Revealed" - Completed Group Mission: "The Order of Three" - Completed Beasts' Domain Raid: "King of the Beasts" - Completed Resplendent Temple Raid: "Two Sides of the Stone" - Completed Rubak Oseka Raid: "Time and Tides" - Minimum skill level in Alaran: 81 - Must have either a Record of Fables or Record of Legends Pre-requisites for participating in this raid: - There are no task or language requirements. - Your "Record of Tales" must be evolved to, at a minimum, its third level: "Record of Fables" (NOTE: See this raiding guide for information about VOA raid progression.) You say, 'Hail, General Tyronith' General Tyronith says 'Hello, invader. I am hoping that you are the one that can help me. Some day we must defeat those that assault our city. If you can prove to me that you have the strength and the iron will, then I would like to send you to war with those of Erillion. Do you have the qualities that I seek? If so, will you along with a strong fighting force take on this [great task]? Even if your numbers are small, I can still use your [assistance].' You say, 'We'll help with this great task' General Tyronith says 'Good! I can see the steel in your heart. When you are [ready] we shall go and meet the enemy.' The Order of Three is now available to you. You say, 'Ready!' General Tyronith says 'May Illdaera harden your heart and sharpen your mind.' LOADING, PLEASE WAIT... You have entered Erillion, City of Bronze. Upon zoning in, everyone receives a "Dream Fragment" on their cursor. A soft but powerful male voice speaks breezily in your ear, 'I know you. I am connected with your dreams, at least for now. Use this and it may assist you.' Summary - Clear your way to each of the four towers in the city, killing the four nameds. - Have a few people set up near each of the towers (or in the paths of would-be adds to intercept them). - Set up around the Archon, Official, and Carnifex. - Say "death" to the Archon to trigger the event. - Kill the Archon, Official, and Carnifex, along with High Priest Jerinos on the rooftop. --- Adds continue to spawn from the four towers and roam into the raid area. General Tyronith gives you a few tips, but doesn't have an impact on the event itself: You say, 'Hail, General Tyronith' General Tyronith says 'Hello. Your challenge lies within the city. If you feel the need, you may [leave] at any time. If you'd like some [assistance] in defeating the enemy, I might be able to help.' You say, 'I'd like some assistance' General Tyronith says 'Knowing the enemy, they will be separated. They act united, but as long as they each worship separate gods they can never truly be united. You will have to fight them individually. It is likely that one of them will take the fore while the others wait for their chance, or wait for the other to fail. Let them remain split. Take them individually if they allow it. Keep the followers of two gods busy and allow them to think they are safe while you defeat their erstwhile ally. But forget about the [towers] at your own risk.' You say, 'What towers?' General Tyronith says 'The citizens fled the city recently, or have hidden in their homes. This must be because they have summoned their allies, the priests of the other gods. They will have invested their power into those towers. You should consider defeating those priests if you can. That should withdraw the power from most of the towers.' Phase 1: The Four Towers To start, you'll want to clear the four mini nameds from each of the four corner towers. As long as a tower's named is still alive, the tower itself will cast AEs on random people in the city: Light (Northwest) Burning Beam of Light: Single Target, Fire (-900) 1: Decrease HP when cast by 50000 2: Decrease Hitpoints by 15000 per tick Lightbeam: Single Target, Fire (-900) 1: Decrease HP when cast by 15000 2: Decrease Hitpoints by 6000 per tick Strength (Northeast) Weight of Alaris: Single Target, Magic (-900) 1: Decrease HP when cast by 60000 2: Decrease Hitpoints by 5000 per tick 3: Slow Push (-20) Weight of Steel: Single Target, Magic (-900) 1: Decrease HP when cast by 14000 2: Decrease Hitpoints by 5000 per tick 3: Decrease Movement by 500% Skies (Southeast) Lightning Shock: Single Target, Magic (-900) 1: Decrease HP when cast by 5000 2: Decrease Hitpoints by 15000 per tick Static Overcharge: Single Target, Magic (-900) 1: Decrease HP when cast by 5000 2: Decrease Hitpoints by 20000 per tick (Note: Viral 100') Tides (Southwest) Tumbling Flood: Single Target, Magic (-900) 1: Stun (3.00 sec) 2: Decrease HP when cast by 7500 3: Decrease Hitpoints by 1250 per tick 4: Slow Push (20) Water Hammer: Single Target, Magic (-900) 1: Stun (1.00 sec) 2: Knockback (4) and Toss Up (2) 3: Decrease Hitpoints by 25000 Phase 1, The Four Towers: Light (Northwest) Dread lights cast "Clinging Fire"; blazing braxis cast "Flaming Spittle": Flaming Spittle: Targeted AE 30', Fire (-930) 1: Decrease Hitpoints by 15000 per tick Clinging Fire: Single Target, Fire (-930) 1: Decrease Hitpoints by 9000 per tick 2: Increase Curse Counter by 12 3: Improved Spell Effect: Birth of Fire (if not cured, spawns an additional "a dread light") Illuminator Trellivino spawns at the base of the tower and casts "Life Enchancing Light" (increases incoming spell damage from Strength AEs) and "Unrelenting Light": Unrelenting Light: Single Target, Fire (-930) (hits all of raid?) 1: Decrease Spell Haste by 20% 2: Limit: Min Casting Time (0.05 sec) 3: Decrease Chance to Avoid Melee by 10000% 4: Decrease Hitpoints by 30000 per tick 5: Decrease Chance to Dodge by 10000% 6: Decrease Mana by 10000 per tick Note: During this fight, adds spawn 1-2 at a time (dervishes and braxis). Beastmaster Graw's death, the Strength tower stops casting the zone AE. Phase 1, The Four Towers: Skies (Southeast) Infused selyrahs cast the rear AE "Tail Sweep". Jagged dervishes cast "Lightning Pulse": Tail Sweep: Directional 100', Magic (-930) 1: Decrease Hitpoints by 30000 2: Stun (4.00 sec) 3: Knockback (3) and Toss Up (3) Lightning Pulse: PB AE 50', Magic (-940) 1: Decrease Hitpoints by 30000 Vocalist Oolamar is found at the base of the tower. Upon Winly's death, the Tides tower stops casting zone AEs. Between Phases After you've cleared the four towers, you can take as much time as you need to med up, rebuff, and set up for the next phase. There is no timer to engage (outside the expedition timer itself). Triggering the Second Phase Speak with Grand Archon Soliran to trigger the second phase: You say, 'Hail, Grand Archon Soliran' Grand Archon Soliran shouts, in Alaran, 'You have invaded our land and brought war to us. We are the ones that belong on this world, for we arrived first. Leave now and you will not have to meet your [destiny] this day.' You say, 'My destiny?' Grand Archon Soliran shouts, in Alaran, 'Yours is a legacy of death and disorder. It is inevitable that you die a bloody death. I am willing to bring that to you if you will not leave. Stay, and you choose [death].' You say, 'I choose death, of course' Grand Archon Soliran shouts, in Alaran, 'As you wish. Our gods are here. You have no chance to defeat us.' Grand Archon Soliran shouts, in Alaran, 'Ah, yes! I shall teach you the law, for I am Ragan, and I AM the law!' "Possessed Grand Archon Soliran" attacks. "Arch Carnifex Wilo" and "Chief Official Pyntara" also become active. Phase 2: Keeping the Tower Adds Controlled Every 90 seconds, an add spawns at each of the four towers and starts roaming towards the center part of the city. It's recommended you set up 2-4 people (including a tank and a healer) at each tower's location to intercept adds before they make their way to the main raid. The add types are the same trash mobs you encountered while clearing the four mini nameds from the towers. Add types alternate with each spawn. They have the same abilities as before (same hp; same hits; same AE effects). NOTE: These adds have anti-kite mechanics in place. If you are on their aggro and get too far away from them, you'll be warped back to their location with the emote: Your foe calls you back as you flee, causing you some mild disorientation. The "Dream Fragment" items may be useable against the adds (they have a chance to summon one of four different mob types), but the exact use of this item is unknown. Phase 2: Mechanics - About the Nameds, Locations, and Leash Ranges The main event takes place outside the government office building in the center of the zone. There, four mobs must be killed to complete the event: - Grand Archon Soliran (west side) - Arch Carnifex Wilo (north side) - Chief Official Pyntara (south side) - High Priest Jerinos (rooftop) Upon starting the event, the Archon, Carnifex, and Official go active. NOTE: These nameds are leashed to the areas in which they spawn: The Archon is leashed to the entire clearing west of the building; the Carnifex is leashed to the corridor in which it spawns; the Official is leashed to the corridor in which it's found. If pulled outside their leash ranges, they warp back to their spawn point and reset aggro (they also sometimes reset to 100% health, but not always). Each named begins to summon once they're damaged beyond 98% health. If they are left idle, you'll see emotes like this: Arch Carnifex Wilo shouts, in Alaran, 'I grow stronger! Continue to ignore me and your failure is certain!' You'll see this emote every 20 seconds that they are left idle. If you let 15 of these emotes go off, the event resets. All three nameds must be kept occupied (whether by offtanking or kiting/leashing, depending on your raid's strategy). Note: This is NOT a balance event, nor do the nameds have to be killed within any time frame of each other, or in any particular order. You can focus all your efforts on one named at a time while keeping the other two kited, or do two at a time, or do all three at a time. You can split your raid, or you can move from mob to mob as each powers up / powers down. What strategy you use will depend on your raid makeup and what level of difficulty your guild can handle. Note: There appears to be an anti-burn mechanic in place, in that if there is more than one named alive, you can only DPS it so much before it locks health (in this case, it unlocks the next time that named powers up -- more details about power-ups in the next section). This amount appears to be 20-25%. When just one named is alive, there is no DPS limit or lock point. Phase 2: Mechanics - About the Power-Ups Each named has a powered up version: - "Grand Archon Soliran" becomes "Possessed Grand Archon Soliran" - "Arch Carnifex Wilo" becomes "Ensorcelled Arch Carnifex Wilo" - "Chief Official Pyntara" becomes "Governed Chief Official Pyntara" Some things to note about the power-ups: - Nameds can only be damaged while in their powered-up forms. - While powered up, nameds hit much harder and their AEs are much stronger. - Only one of the nameds can be powered up at a time. - After one named dies, the power-ups will alternate between the two remaining nameds. - When only one named is left, it remains powered up for the remainder of the event. Upon triggering the event, the Archon immediately becomes powered up ("Possessed"). This will never change; the Archon is always the first. All subsequent power-ups are random order. At the event's start, the Archon stays powered up for about 70 seconds and then powers down. At the same time, one of the other two nameds powers up. From this point on, power-ups last approximately two minutes (give or take 6-10 seconds). When a named powers down (reverts back to normal), the entire group of its current target will be ported to the rooftop. There, you'll find "Dominated High Priest Jerinos" (on track as "High Priest Jerinos" when not engaged). Groups ported to the roof should DPS Jerinos (you can also clear the sharpshooters at the building's ledges -- these do not respawn). Approximately 60 seconds after being ported to the rooftop, that group will be ported back down. Approximately 60 seconds after that, a different named becomes powered up. This process repeats itself until High Priest Jerinos is dead. Once Jerinos is dead, groups will stop being ported to the rooftop. The nameds will continue to switch power-ups every two minutes. Phase 2: Emotes You will see numerous emotes in this event. They don't have any direct impact on the event (there is no harm in ignoring them), but they let you know what's going on at the time. This is the emote seen as the Archon powers down (Note: The emotes for the Carnifex and Official power-downs have the same wording): Grand Archon Soliran shouts, in Alaran, 'I am leaving this weak vessel for a new one. And some of you shall come with me!' This is the emote seen as the Archon powers up: Grand Archon Soliran shouts, in Alaran, 'Ah, yes! I shall teach you the law, for I am Ragan, and I AM the law!' This is the emote seen as the Official powers up: Chief Official Pyntara shouts, in Alaran, 'There is no society without order, no order without government. I am Galvos, and I am government!' This is the emote seen as the Carnifex powers up: Arch Carnifex Wilo shouts, in Alaran, 'I am Beloth. When you break the rules, you go to my house of pain!' This is the emote seen as the group that was ported to the roof is ported back down: Dominated High Priest Jerinos shouts, in Alaran, 'This body is too weak! Too undisciplined! I must retreat from this vessel!' This is the emote seen if a named is left idle (Note: The emotes for the Archon and Official have the same wording): Arch Carnifex Wilo shouts, in Alaran, 'I grow stronger! Continue to ignore me and your failure is certain!' For the below emotes, it's unknown what they signify, if anything: Possessed Grand Archon Soliran shouts, in Alaran, 'It appears to be time for some law enforcement!' Grand Archon Soliran shouts, in Alaran, 'This mob needs a bit of calming down.' Arch Carnifex Wilo shouts 'The blades come from the darkness to show you the wrongs you have done.' Arch Carnifex Wilo shouts 'Once you bleed a little, I will boil off what little blood you have left!' Governed Chief Official Pyntara shouts 'There is no hiding what is wrong with you. I can find any error.' Chief Official Pyntara shouts 'It is time to teach you how we deal with a failure in the process!' Phase 2: High Priest Jerinos / Dominated High Priest Jerinos You will only ever encounter "Dominated High Priest Jerinos". "High Priest Jerinos" is only up when no one is on the rooftop (unless they get bugged and don't port down with the rest of their group). Jerinos hits for a max ~16,000 and casts "Enforcement" and "Rain of Scalpels": Enforcement: PB AE 50', Chromatic (-900) 1: Decrease Hitpoints by 65000 2: Negate Levitate Effect 3: Knockback (3) and Toss Up (3) Rain of Scalpels: Targeted AE 75', Prismatic (-930) 1: Decrease Hitpoints by 20000 per tick NOTE: Jerinos is rooted in place and summons when below 98%. NOTE: The sharpshooters surrounding the rooftop (also permanently rooted in place) hit for a max ~13,000. They cast 10k single-target attacks on random people in the raid. They don't have many hitpoints and can usually be cleared in a single port-up. They do not respawn. Phase 2: Grand Archon Soliran / Possessed Grand Archon Soliran The powered-down version of the Archon hits for a max ~3,000 and casts "Enforcement" and "Tactical Disruption": Enforcement: PB AE 50', Chromatic (-900) 1: Decrease Hitpoints by 65000 2: Negate Levitate Effect 3: Knockback (3) and Toss Up (3) Tactical Disruption: Single Target, Magic (-930) (note: hits everyone within 1000 range) 1: Decrease Hitpoints by 50000 2: Stun (2.00 sec) The powered-up version of the Archon hits for a max ~25,000 and casts "Infinite Enforcement": Infinite Enforcement: PB AE 100', Chromatic (-900) 1: Decrease HP when cast by 90000 2: Amnesia (Silence vs Melee Effect) (1 tick) 3: Negate Levitate Effect Phase 2: Chief Official Pyntara / Governed Chief Official Pyntara The powered-down version of the Official hits for a max ~3,000 and casts "Clerical Error" and "Procedural Failure": Clerical Error: Single Target, Magic (-930) 1: Decrease Spell Haste by 100% 2: Limit: ClassPlayer (1092) 3: Negate Hitpoints Effect 4: PostEffect (2) 5: PostEffectData (-128) 6: Negate Hitpoints v2 Effect Procedural Failure: Single Target, Magic (-900) 1: Trigger on Cast: Mindshock 2: Limit: Minimum Mana Cost (10) 3: Add Proc: Bodyshock rate mod 80 4: PostEffect (5) 5: PostEffectData (10) "Clerical Error" is only cast on priests; disrupts heal effects; and goes viral to anyone within 60' range, 10 seconds after it hits. "Procedural Failure" adds a self-mana/endurance drain proc and is viral to anyone within 60' range, 10 seconds after it hits. The powered-up version of the Official hits for a max ~25,000; buffs itself with "Officious Rebuff"; and casts "Consummate Clerical Error" and "Peerless Procedural Failure": Officious Rebuff: Self 0', Unresistable (-900) 1: Increase Damage Shield by 400 Consummate Clerical Error: Targeted AE 30', Magic (-930) 1: Decrease Spell Haste by 100% 2: Limit: ClassPlayer (1092) 3: Negate Hitpoints Effect 4: PostEffect (2) 5: PostEffectData (-32768) 6: Negate Hitpoints v2 Effect Peerless Procedural Failure: Targeted AE 30', Magic (-930) 1: Trigger on Cast: Mindshock 2: Limit: Minimum Mana Cost (10) 3: Add Proc: Bodyshock rate mod 80 4: PostEffect (2) 5: PostEffectData (-50) "Consummate Clerical Error" is only cast on priests; disrupts heal effects; and goes viral to anyone within 30' range, 10 seconds after it hits. "Peerless Procedural Failure" adds a self-mana/endurance drain proc and is viral to anyone within 30' range, 10 seconds after it hits. Phase 2: Arch Carnifex Wilo / Ensorcelled Arch Carnifex Wilo The powered-down version of the Carnifex hits for a max ~3,000 and casts "Rain of Scalpels": Rain of Scalpels: Targeted AE 75', Prismatic (-930) 1: Decrease Hitpoints by 20000 per tick The powered-up version of the Carnifex hits for a max ~25,000 and casts "Bonds of Guilt" and "Infinite Pain": Bonds of Guilt: PB AE 200', Prismatic (-930) 1: Decrease Hitpoints by 20000 per tick 2: Stun (2.00 sec) 3: Decrease Mana by 4000 per tick Infinite Pain: Single Target, Prismatic (-930) 1: Decrease HP when cast by 100000 2: Stun (3.00 sec) 3: Blindness (1) It also has a small range (10 range) aura around it: Silence of Screams: Single Target, Prismatic (-930) 1: Silence 2: Negate Backstab from the Front Effect 3: Negate Chaotic Stab Effect 4: Negate Chance to Crippling Blow Effect 5: Negate Chance to Critical Hit Effect 6: Negate Chance to Dodge Effect 7: Negate Fade Effect 8: Negate Invulnerability Effect 9: Negate Damage Shield Effect NOTE: The "Infinite Pain" is cast on 20-25 random targets on its hate list (range-to-target: 1000). This AE can be avoided by standing inside the small-range auras of the dream guardians that wander the Carnifex's location. Phase 2: Event Failure & Reset Upon a fail, you see this: The city leaders grew strong enough to remove you from their city entirely. You have failed. At this point, all corpses and living players are warped back to the zone-in, and the event resets to the beginning of Phase 2. Phase 2: Event Completion Upon the death of the last named: You have defeated the servants of the Alaran gods of order, along with the gods that possessed them. "a bronze chest" spawns where the Archon originally stood. Loot NOTE: In addition to chest loot, everyone in the zone receives 10x "Bronze Fiat" (used as an alternative way obtain raid drops, from Sholano just north of the city's entrance.
