There appears to be a lockout of some duration on the going postal quests now - did Nonad brothers and all deliveries on 4 toons, apparently missed getting the 'challenge' part from postmaster on two of them. Hailed him and got that started, he says 0 of 18 when I hail him again. Went to one of the pickups, and got "I applaud your Enthusiasm ______. I cannot offer you another delivery at this time as we have limited funds and we would like to allow others the opportunity to assist us. Probably been about 2 hours since first round, hopefully will open after 4 hours.

There is not a lockout that has ever been noted. This is the response you get if you are unable to continue the quest due to flags or the order they were done.

You could try a petition and see if they can clear your flags and start over. Or since the Featherweight Satchel is now heirloom you could do it on another character on the account and pass the bag over and just hail the NPC Lysric Loresinger to get another one.

This is not true, there is nothing to "get" for Postmaster's Challenge, it's just checking your character flags and providing the appropriate response. You are not required to talk to the NPC.

I also got the "I applaud your enthusiasm but" message because I previously did one of the mail runs on my main toon years ago before I learned this quest existed. I sent a petition to Daybreak asking if they could remove the quest flag and a GM responded saying that CS doesn't have that ability, instead we should submit a bug report so the devs can look into the issue further (but the state of the game being what it is, there's no timeframe or guarantee they would get around to fixing it).
Still, I'll submit a bug report in the hopes the quest gets fixed in a future patch. It might, since they've been doing a good job of fixing broken quests that apply to more recent expansions and TLP servers.

1. Make sure that if you are talking to an NPC, like TON in Freeport, they might give you 2 pieces of mail, but you have to go through the prompts to do that. If you just type "I will deliver" it seems to always give the same one.. so like a dorko, I kept getting HighPass for instance and not Kelethin, until I specifically said Kelethin
2. I noticed that in High Hold, that although the notes here and what she says is "Deliver this mail", you actually get a pouch. I realize mail can be a pouch but in the only other time I know we get a pouch it actually says deliver this pouch. It merely confused me.
I also would like to point out that if you Bind in Qeynos and do the collection part, then later bind in HH its faster than running each time depending on the order you do them in.

Copy the list out, number it and keep track. Don't camp before you finish, or deliver all you have first. It is TEMPORARY!
You can pick up all and deliver at once. I did High Keep twice and Kelethin twice, otherwise it was all turned in at the same time.
Takes about 2 hours with a druid who can track and port. Easy peasy! Good luck!

As of today you can get the Postmaster's Challenge but when you try doing the 18 deliveries it is bugged (but there is a work around).
If you go to the NPCs in the various cities to get a letter to deliver and use the Deliver link or type in "I will deliver the mail to [cityname]" the text links back to the Hail response. But if you type "I will deliver the nail to [cityname]" the NPC will give you the letter to deliver.
I have tested this on 5 of the 18 quests and they all need "nail" instead of "mail".

I missed one of the quest, no ideal which, anyone know anyway to see with out starting over?

I used the walkthrough here and am also one short. No clue how to tell which one. Have to redo the whole quest in guess.

Yes they will. All of my mail to Freeport just poofed on me.
My DEs are KOS in some of those cities. Wonder if you can do it invis. Or there should be an evil version.

Or you should do faction work. The Going Postal quests are from original Everquest back when faction in the cities mattered because people actually spent time in them. As an example, I have an iksar that is non-KoS in Kelethin, Felwithe, and Kaladim.
Or you should be creative. Faction with League of Antonican Bards can be raised easily by a few cleansings of Mistmoore. Then, getting to the Going Postal quest givers can be done via invisibility (getting past the cities' "normal" residents/guards). Drop invisibility. Get the parcel to be delivered. Re-invis. Exit city. Travel to destination city. Re-invis. Get to the recipient bard. Drop invis. Deliver parcel. etc.

If you don't remember (and I didn't) and you don't take the time to look at the mail items (and I didn't...duh) just remember the items are temporary...

The reward is the suffix "the Courier", not prefix.

I received access to both the prefix title "Courier" and the suffix title "the Courier" when I completed this quest.
Perhaps the prefix is only for server-first, or perhaps there is some other requirement the enables one to also gain the prefix?

Yeah, I didn't notice it before but I did get the Courier prefix as well. It's not a server first thing though, as I have it on both my main and my bard alt I did the quest with, as well.
Maybe it's another reward you get from Lysric after completing her hail successfully (of course, including the quest that you need to do so, heh)...or the halfling...or maybe it's just available from the start and there are so many prefix titles as it is that it was hard to notice? ;)
