If you have raised a F2P or Silver account char to 85, the autogrant AA's take you over the cap and prevent furthering this quest.

You can loot this before you get the quest. And it's the same as for all the other dragon sires.

Beware getting the item before getting the quest. It may be different for higher levels of Drakkin breath weps, but when I had Plaguebringers head on me and went to get the level 20 quest (Mysaphar#4) it didn't work. As soon as I got the quest, the first step said Task Accomplished and the task to collect the head went green. But when I try to turn in the head, she says "I have no need of this."
I also tried destroying the head and removing the quest. I asked her for the quest again and she gave it to me. I killed Plaguebringer and looted the head. Task Accomplished, item goes green. When I try to hand in the head, I still get "I have no need of this." and the Breath of Mysaphar ability does not improve.
What am I doing wrong?
By the way, the first 4 Mysaphar mobs are The Hollows Widow, Charbones, Bloodmaw and Plaguebringer. I wonder why they only have Mysaphar#13 and 14 in the data base here?

Just a note. At one point I had the same thing happen to me. I was of proper level for whatever quest it was that I was doing, had prelooted the item and Mysaphar refused my turn in. I sent in a petition and within a day or two, whe accepted the turn in like normal. Must have been a bug. All items in this series of quests are pre-lootable. Hope this helps.
This dragon is located at Neg. 260, Neg. 440 up in the trees with the other 5 dragons in cresent reach =))
i tried hailing him after doing Heshyrr's Wisdom quest but he just says "welcome to the fold now you understand why birds kill , only to save it self or for food, this is how we are. carry this lesson with you" or something like that.
so i guess ill go and talk to and do the task of all the other members of the council and see if that gets me the AA or if its only for drakins =)) ( yeah i havent read up on that hehe )
EDIT: ok it seems this is only for drakkins so dont bother if your a DE like the toon i tried it with =))
