This may be about 5 years too late, but I finally figured out the pattern for the strange difficulties obtaining this task. I was trying to get the task for my entire 6-box and could only get it for the first 5. I tried no less than 100 consecutive times to get it for the 6th. So instead I took the collection task for the goblin meat and did them simultaneously. So then I finished and wanted to go again. I was sure to get the task for that character first, no problem, then got it for all my characters very easily, except for the last one again (different last one this time), then the last one couldn't get it. Hrm. Tried dozens of times. So then I logged in another character (7th account...), requested the mission, then back to the character that I wanted to have it and got it on the first request.
So I believe that the NPCs quest offering list only re-randomizes when someone new makes a request, or something along those lines. So if you can't get it, request it with someone else (if you can) and go back and forth and you'll eventually get it on the character you want it on.

Pre-requisites for requesting this task: - Level 45 - Maximum "apprehensive" faction with Norrath's Keepers You say, 'Hail, Wayfarers Mercenary Bitral' Wayfarers Mercenary Bitral says 'Hm, you seem the sort that might benefit from an association with Norrath's Keepers. It can't be all bad being on the side of Firiona Vie. I don't care much myself, they just pay me for my work -- not all of it is noble.' You have been assigned the task 'Population Control'. Sadly, the creatures of the Stillmoon Temple have overrun the area. Perhaps it was always so, but it's making it dangerous even for rogues to pass through. Norrath's Keepers has been looking for aid, so now this task falls to you. Kill 20 Stillmoon creatures 0/20 (ALL) Kill any 20 mobs with "Stillmoon" in their names, in the non-instanced Stillmoon Temple zone. Upon the 20th kill, you see: Congratulations! just fyi. this is a tedious task because of the total number of clay sentinels in this zone. (which don't count towards the 20 cuz they ain't "stillmoon")

You mainly do this for the faction, if your in it for the pp.. go kill 2 hg's... faster , and prolly more coin )
I did this task twice, and the Silks quest 19 times!
I started out KoS as an Erudite Necro- Cazic Thule diety. 2 token handins from guild raids (HOOAC- Luclin server) and 21 tasks later, I am at Apprehensive. I found the silks the easier of the quests to do, as a soloer at least, purely because at 67 the spiders are light blue, and pet mows through them. Stillmoon mobs have more hp's. If you have a grp, stillmoon would probably be faster. As it's kills, not collection.
On a side note... at times I wasn't offered silks task on this quest. Repeated hails ( hailed 21 times.. then took this task) only provided this task. Strangely a CoE monk also doing faction couldn't get anything but silks task.. not sure if there is a ratio setting.

hmrph. did this twice tonight for the first time. was able to get others to get the same quest and do it together. BUT. I havent found where my faction was changed in any way. Got the 50p reward at the end of the task but no faction message at all. any idea's/info much appreciated.
BTW none of my group got any 'Keepers' faction messages,nor any change in /con to the 'keepers'

Same here. My faction did not change with Norrath's Keepers or Dark Reign. Instead it was the factions Kessdona, Rikkukin, and Stillmoon Acolytes.
Any idea what gives?
EDIT: There was no message regarding Norrath's Keepers or Dark Reign at the completion of the quest either.

Kessdona, Rikkukin, and Stillmoon Acolytes got worse, but NK & DR didn't move a bit.
Slapshot and I actually did this one together, and yes those were the changes in faction we recieved.
Just wanted to say that I do not have indifferent faction yet with Norath Keepers and I have done this quest, Pupulation Control, only once and now she does not offer it anymore to me. I can do the silk collection back to back but not the Population control, which kind of blows.

You can not get this task once you are up to indifferent faction. This is to prevent you from jumping to ally with simple tasks instead of missions.
I assume the faction in question is Norrath's Keepers, and have updated the quest as such. Please let me know if it's a different faction (e.g., Firiona Vie).

This is a good mission to get when you are first starting out, because it can be done at the same time as a Stillmoon shared task. That way you can get a double faction hit. Some of the other collection ones (like the motted meats) don't drop in shared tasks.

Not sure of the exact /loc, but this camp can be found just a little east of Nagafen's lair. There are missions available for Norrath's Keepers as well as Dark Reign.
