Well this guy dropped something different that what is listed. He dropped a Blood Weave Tunic -
https://everquest.allakhazam.com/db/item.html?item=7970 and a Ruby Crown (merch loot). Was a long fight and alot of fun. Best guess on hp is somewhere around 10k-12k (log file says 7600, sans alot of caster damage of course).
Had a 55 Paladin (me), 55 Ranger, 54 Cleric, 51 epic monk, 52 Epic Druid, 51 Monk, 54 Necro, 48 Warrior, and a 55 Bard (stuck outside the castle) :). He was a three-minute battle. Felt like 20 mins :). We killed him on the way up to the second floor. He spawned on the ledge right next to the staircase on floor 2.

is this the guy that drops the level 60 wiz spell firetree's familiar enhancement?
I've had that drop a few times kiting the shadel bandits in FG
1 of only 4 really dropped beastlord spells (all other dropped spells can also be purchased) drops from this guy... Spirit of Flame. Killed him 6 times and got 3 spells.
Also, it seems as thought the normal vampires cannot be feared... but the winged ones can! Some gate, but fearing stops them. Easy kills once we figured this out. Had a level 60 necro doing the fearing.

They must have nerfed his spell drop. I've killed him 10 times and still haven't seen it. Nor has the others that have been camping him.

This was probably a bug, as the last patch stated that Spirit of Flame and Snow will now be dropping more often, and possibly off more mobs.

Okay, post patch I still have yet to have this drop off of this mob. Did the patch really fix anything? Is this spell dropping off of something else now since it seems not to be dropping here?
Shadow overlord in ME drops flame as well.

Yes, he still drops it - it's just a rare drop. (and it always was - the person who got three out of six kills was incredibly lucky) It's also dropping off Cursed/Exiled/Rhag1/Rhag2 now, apparently.

This is the NPC that gives out the SK/Necro quest for Coterie Mask of the Dead.
Hail him, and he'll give you a 4 slot container. You must kill Xin Thall Centiens in Maiden's Eye or Akheva and collect 4 Akheva Blood, combine them in the container, and give it back to Renaldoc Masric.
Coterie mask of the dead is right-click FD, must be equipped to use. Same cast time as the regular necro spell, but there is no recast time, so you can unmem FD if you wish.

Have killed him several times and gotten a couple High-end Gems, Jacinth, Blue Diamond. That's about it, some half decent armor for a lower level, blood weave stuff.
