these are a bit higher level, probably around 49 and can drop cobalt vambraces, very rare though
90% of these are green at lvl 59 so they are in the low to mid fourties, no higher.
Got cobalt vambs soloing at upper zoneout so I'm positive these things drop them =) guy that dropped them gave exp but was green at 59.

We killed one holding the Book of Ornate last night... VERY rare and very nice stats on it.

its the Book of Obulus +8wis/int +45mana +5fire resist +5magic resist and Cobalt vambs ac25 both are VERY rare dros, and zol are the next to lowest level things in sebilis
