Well in Neriak i am veiwed as an ally for the jewelry maker. I use Sympathetic aura and i have the Cha of 128 and i buy it for 58pp. Having lots of Cha really helps jewelry making both buying and selling.

star rubies can be bought in north freeport. go to the big blue building and go upstairs. I bought mine for 68pp each. and made a star ruby veil. sold it back for 71pp. So i made approx 3pp profit. And yes CHA does affect price, i have a CHA of 140 so you can see much cheaper than what is listed here.
I fail to see the logic in that statement. I bought for 68, did a combine to make it into something and sold back for 71 making a 3pp profit. What about the cost of the other components for the combine?
It also seems that some merchants are just stingy bastards as well. No matter how good your charisma and faction, some merchants just seem to be stingy. Meaning Amiable and 128 CHA. Most caster spell merchants aren't stingy. I'm not sure about the Jewel merchants.
generally from what i have seen ALL ELSE BEING EQUAL the stingy merchants are in the places that are most convenient when buying/selling such as merchants near banks or in areas where you can hunt. merchants in town away from the bank seem to be a little better
at 130 cha prices seem to drop about 15-25pp depending on faction and from MY findings, 135 cha will drop the price another 1-2 pp and 150 cha will drop it 5 more pp....but 135-150 cha for a 7 ( tops ) pp decrease doesnt seem to matter to most, or they over look it....but it ads up
NPC near Banker or Zone often get bitter price because they have too many same stuffs.

I bought 1 of these in Grobb from vendor at the entrance for 85 pp (my charisma is 63 and I am viewed warmly to trolls). I bought another in Ogguk from the vendor out front for 91pp (again, charisma 63 but only viewed as apprehensive). Hope this helps.
I don't think that you can normally buy these items in either of these cities as neither of the gem vendors had them.

I got one off of an Aviak Twice in one night, one was an Avocet, the other a Harrier. Been hunting aviaks for several levels now and have seen them drop off of rooks and up there. I'll be saving them from now on for future refrence. ;) BTW, the birds drop pearls, aquamarine, topaz, and all kinds of other gems rare and common. have fun.
