So what expansion did she (and her quests) go live in? She's up on Povar, but not on Phinny (progression). Kind of disappointing as I gathered several of the quest items for turn in to find she isn't there...

Slightly trick answer to your questions:
The various "newbie" armor quests were implemented piecemeal across several expansion eras, though generally considered to have started with Planes of Power and are "tuned" to PoP era.
Past progression servers have handled this differently (partial implementations, all in, weapons nerfed to scale to era, removed... is something like the way it went).
For Phinigel, I am hearing they have all been flagged PoP era.

Sollari appears no longer live in South Qeynos. Have checked/tracked for weeks and there is no sign of her anywhere, roaming or otherwise. Unfortunately, newbie Bards can expect her armor quests to be no longer available, as well.
I am 58 and she cons red to me.

My level 52 barb shaman has indifferent faction to bards and no I have never kill them. I started the badge quest and told the investigator "follow me". Next thing I know this bard beat the snot out of me. When she attacked the guards aggroed as well. The guards hitting me kinda tickled she on the other hand hit for 340 wtf? I'm now off to reclaim my body no rez for me I guess being that Qeynos is so far out in the sticks.
I have an Iksar Monk who recently (today woohoo) finally got his faction to dubious with the guards in Qeynos. I'm cautiously making my way to the bank. Made it. Did some selling at the merchants. Then, on my way back out of South Qeynos, I hear the typical scumsuckers shout. Being a good Iksar and used to being run out of town, I immediately FD. Thank Tunare too. She (Sollari) got one punch off before I FD'ed. 340 points!!! Wow. Quick mend and run to the zone....stood there a second to look back and suddenly someone else showed up and hit me for 28. I zoned immedately (after mend was near full health). Got to the other side and noticed I was at 2 bubbles of health left. Wow. She had popped in right behind that other person and hit me for another 340! I really, REALLY don't think this woman is a lvl 44. Hits WAY too hard for that. So with that said....anyone know how to raise faction with the bards and pallies in qeynos? LOL I don't need another encounter with that hard hitting woman!! Don't know if Bards get double attack or even duel weild but if she landed a combo on me, it'd be...RETURNING TO HOME POINT. LOADING PLEASE WAIT.

dont think she is 44. im KoS with bards and usually go invso threw S.qeynos but i didnt today and this chick stopped my 52 mage in 4 hits all over 300. didnt have time to con her and could not find her when i went back. 8)

Sollari Bekines is a bard of the Wind Spirit's Song in Qeynos- she is, obviously, KoS to bard-killers. I don't know about her level personally, but a level 50 dwarf says she /cons red to him, so perhaps it's been changed recently. Anyway, she often hangs out around the Clock in South Qeynos, but moves occasionally, so you might get an opening then.

Who the hell is this and what is her faction? She attacked me for no reason and I am warmly to everyone in qeynos I thought. Please explain or help me with this.

hehe u been killing any of the bards(or for some reason start KOS), i got the same problem but i killed a bard in wk 200+times(from lvl 14-16, 19-20 hehe), me hopes u a class that can go invis, thats how i get around in sq :) good luck
