Captain Orben says 'Well, these [gnolls] keep sending small raiding parties into Highpass. Thanks to the [Volunteer Watch] and myself, they never get past these gates. Sure keeps us busy, though.'
You say, 'What volunteer watch?'
Captain Orben says 'We set up this Volunteer Watch to help keep these beasts outta Highpass Hold. We get volunteers to stand watch at the gates, and pay them a small reward for every [gnoll] scalp they turn in.'

It's an increased faction week, but the numbers I got were:
Highpass Guards -158
Carson McCabe -23
Merchants of Highpass -23
Corrupt Qeynos Guards (cannot possibly get any worse)
Freeport Militia -8
From other kills, it seemed like faction was increased twofold, but I'm not sure what that means for the odd-numbered faction changes here.

To fix your faction in E/W FP you will have to kill NPC's that raise FPMilitia faction...easiest is Gnoll side of HHPass. You should collect the scalps, as one day you will not be KOS or Threateningly considered, but Dubious to Captn. When that happens, give him all the scalps you have..and continue killing Gnolls.
This make take several hundred Gnolls depending on how irrational you have been.....(Killing your Hometown Guards??)
Search sites for Bone Chip/ Bat Wing type easy quests to help you gain faction.
In future may I suggest killing NPCs whose faction adjustments INCREASE your acceptable zones to Bank/Trade in?? I am DE and can trade and Bank throughout the HH/FP West side of the continent..and have not injured my Dark acceptablity as well.
In Q go to the Dock in SQ, and give Captain Rohan several hundred Brandy (4xtime) to get to a favorable faction there... I can go into Q even after 7 levels of Treants in SK...;)

If im KOS to all the wfp and efp guards from killing ec guards, will i be KOS to these guys too? If so, how can i dothis quest so i can return to my home town? I miss FP...

Although my High Elf Paladin had "looks dubiously" faction level and when hailed, he didnt respond, I got the faction rising just giving gnoll scalp to him

As a Paladin I can definitely confirm class. If you've done even one quest for almost any Paladin item then it's almost the norm to have these guys at least dubious to you. As for race, I’m not too sure how humans view High Elves.

If I'm sneaking can I hand in scalps easier than normal? I think in most cases this will work, but I'm not sure.

I was able to do the bard quest in Qeynos when they were apprehensive to me. They wouldn't give me the quest when I hailed them, but since I already knew what to see to trigger the quest, it worked great. This may not be the case everywhere though.
I can confirm that you can DO this quest with bad faction (dubious to me). You won't however get him to talk to you to give you the quest at this faction level.

Yes, you must have at least indiffernt or better faction before you can do quests with (any npc?) Captain Orben

After raising my faction enough to be able to walk within 5 feet of him, I tried ot give him Gnoll scalps and he told me that he would not aid someone like me. When I hail him, he doesn't respond. My faction with him now is dubious.. should I get to indifferent before I turn in scalps?

well, in Qeynos for the gnoll fang quest, I am an ogre sk and can turn in the fangs at glowers dubiously, raising faction with the good qeynos ppl, but lowering the corrupt of course. I then do the moonstone quest next door (having my ranger friend camo me), which then raises a lot of faction, including Priests of Life (ironic...). So, maybe this orben guy is jsut different, because I can do it when glowering dubiously (shrug)

This is the guy who you turn those worthless Orc and Gnoll scalps into. Just a bit of help for all of you out there :)

You do NOT turn in orc scalps to Orben. Orben resides on the west side around the gate and over it. He takes only Gnoll scalps. Orc scalps should be turned in to Captain Ashlan at the East gate where the orcs reside.
