If you just have the groupable tier 5 gear, you will not gain full max power from the bp augs (type15's)
You will only see the max stats if you have a full set of raid gear. Also note, that it is not an even scale between the visable slots. The 8th piece is way more valuable then the first 7 etc.
One more thing, 4 peices of raid gear and 4 peices of grp tier 5 gear do not work together to max the aug. Its one or the other. 8 slots total, what you posted for stats even for the group gear is lower then what one of my bots is getting from the grp gear Vascoz.

I just got this as well. I have a full suit of tier 5 armor on my shaman now and finally got ally faction to buy this aug. My stats on the aug are only AC-14 HP/Mana/End 147 Str 0+3 Cold 29 Attack 14 Hp regen 2 Spell Dmg 2
All pieces are "Tainted Willsear Chain" etc. All 8 armor pieces done. Is there something I am missing?

What armor do these fit into? I have yet to see any chest piece with a slot 15 aug slot on it.
As a for instance look up: Balanced Stormhand Leather Tunic.

What armor do these new augs fit into? I have yet to see anything with a slot 15 aug.

The stats depend on how much of the armor set you have. Full suit of the armor = full stats.
I just bought this and the Stats are wrong:
AC 30 HP 126 Mana 126 End 126 Str 0+2 Cold 25 Attack 12 hp regen 2
spelldamage 2
