Not quite right.
Tell the Captain work not word, then turn and simply hail the acolyte. This will port you into the instance. Got 4 bloodberry branches in 10 min from infected rats. Everything else regarding spawns/game time is correct.

I killed an infected large rat in Ocean Green Village and he droped this item, add it to the list!

Its quite common from the rats in "Stop the contamination" 1/4 - 1/3 of then dropped, didnt try the other instance.
NOTE: If you request the Task at night time (8pm was apparently night) you will get an instance with mostly undeads and not many rats. So make sure you request it during the day (instance is generated when requested . . .within 5-10sec usually) there is no respawn in this instance. So just drop task when no more rats are up and request a new.

Took your advice after I spent about 10hrs in OGV trying to get enough drops for 3 toons (had 2 toons done after 10hrs). Went into instance zone and out of 8 rats this was the results

1 Handful of grain seeds (also need for another OGV quest)
1 with no useful drops
Thanks, and since they are not no trade on the FV server I can pre-collect for all my alts now.
BTW killed a few wolves, and none dropped whiskers, so it looks like an uncommon drop like in regular zone.

Also drops off of An Infected Rat. (which oddly enough isn't even listed on the beastiary.)

You couldn't find it because it's an infected large rat, which appears in both instanced and non-instanced versions of Oceangreen Village.
