Shadows of Luclin
I just got a new hammer today off a tribal shaman in Dawnshroud, but it is the upgrade to this one. It's just called the stone hammer. The
stats are 9 dmg/26 dly and the weight is only 3. Same classes and races. The shaman is light blue to me as a 51 monk, but still a little tough.
And, I think it's one of the coolest looking graphics I've seen for a hammer in the game. Most the weapons that these tribals drop tend to have pretty lousy stats, but for some reason they're all really cool looking :)

This is also found as a drop off the Grimling Foreman in the Tenebrous Mountains.

I'd say this item most likely drops where Sir Thamok mentioned and only there. The drop zone was probably just posted incorrectly as 'The Maidens Eye' seems to be a higher level zone with pretty sweet items coming out of it from what i've seen. If you look at the stats on this, it doesn't seem to correspond with the drop zone listed...

also drops in Grimling Forest off of wandering grimling scouts(probably others as well)
It does drop in Maiden's eye...sorta like a fine steel sort of thing I think. I looted one there 8P Got two of the nice warrior clubs though and only one of these ^_^
aye, tis vendor trash.. ala upgraded fine steel hehe
