Note the lore group. This means only one bag can be in your inventory at any one time. However, the combines cannot be performed out of order. This is still the case on Yelinak in-era.
Corrupted must be first.
Impure must be second.
Purified third.
Pristine last.
If you happen to loot one out of order, it can be stored in the dragon hoard and another can be looted. Alternatively, it can be destroyed and re-purchased with a Token of Reclamation from the Daybreak store.

for those who dont know, this is a 1 slot bag. All you need to do is put your combine signet ring in and hit combine.
