The goofy thing is that all the INT Caster headgear DOES have WIS on it.

I'd think it has to do with stuff dropping in the Plane of MISCHIEF. Wisdom means discernment, and most practical jokers or mischief-makers can NOT discern when a joke is appropriate or not ... therefore leading to the conclusion that most mobs in POM are intelligent, perhaps, but NOT wise. Think about it....
erm..I dont think Verant would go that far when thinking about a new item to make for the planes gear. I think that Verant made the items not have wisdom because apparently at that high a level the main stats that people aimed to get as high as possible in the beginning of the game are already maxed out or at least at the soft cap and therefore the people then start working on their other stats like AC, agility and Resists
