You can farm for these of the scarecrows in the Karanas...just camp the farm fields by where the millers families (npc's) are.

If you are are high enough level, you can go to the instances version of Unrest. Here's the task.
I've seen as many as 4 scarecrows in the yard. Sometimes there may be one or two in the hedges. If you have a tracker, you figure out how many are there. Kill them, remove the task, and start it again. Sure, it's a pain. But it's better than paying those people who are farming this stuff right now.

someone said you can find the seeds in JP forest, is this true? heck, would be a lot faster then trying to camp em(50 billion ppl in unrest) or buy them (2k in the bazaar)
