I believe this quest is doable at lvl 21. While I'm semi-twinked, the watchman rarely got me below 3 bubbles of life. Here's the pertinent info:
Watchman spawn: Tim Deep, ogre island, loc: p5800, p2500 (between 2 large rocks) The great Oowamp spawns inside the hut area. Although he was camped while I was there (and from my understanding 'evercamped'), I believe this spot is outside his agro range - from similar posts).
Pull area: loc: p5735, p2451 (small indent in rocky hill behind the spawn point).
Conned blue 6 of 6 times though high range listed here was 21.
Tactics: root (worked 5/6 times), debuff, dot, med till root breaks, fight till the watchman runs, nuke (root if necessary).
I'm a level 9 Shaman and I just got the Scaled Mystic Leggings. Im not a twink because my main is on a differnet server but I did get some help from a friend to buy the fire emerald. The rest was very simple, banded only costs 1pp per AC, you can go to the Lake of Ill Omen and run around asking people and shouting if you can loot the sarnak recruiting letter and iksar exiled head, I got those in about half an hour. Thats it. Most of the Mystic armor pieces are very simple to get if you have the money for the gems. I plan to get the bracers next, just gotta save up for that sapphire.
Hello, the Shaman is NOT a pure caster.. they are part warrior as well, maybe you would do better if ya practiced your fighting skills and not just relied soley on wis and spells, might have more fun too!

When a Shaman hits 24, the size of his mana pool isn't as important as how he uses it ;).
The arms, helm and bracers give WIS. Here are the stats for a complete suit of Scaled Mystic Armor:
AC 86 STR 9 STA 10 AGI 8 DEX 0 WIS 11 INT 5 CHA 5 SVM 10 SVC 12 SVF 5 SVP 10 SVD 10 HP 30 Mana 15
The save bonuses are nice and will only get more attractive as the Shaman get's higher in level. Sure the added INT doesn't help, but the HP, and STA are nice. These help to increase the amount of HPs you will be able to Cannibalize. I like the added CHA of the pants for buying and selling, those combined with a Crude Stein, Oppaline Earring, Split Paw Tooth Necklace, and CHA buff, make buying and selling much friendlier on the pocketbook. The added STR increases carrying capacity and increased ATK rating. The AC is very good too, and with the Iksar's innate AC bonus, only gets better.
So, I really don't think it is fair to say that most of this armor is useless. A Shaman isn't totally about WIS, they have many other things to worry about.
Compared to the totemic BP this one is awesome, I'd trade it if I could. Especially consiering the Totemic BP is nearly impossible to get a hold of, unless you buy it.
ok...get yourself a charred guardian shield, a jade prod, 2 rings, 2 forest loops ...at this point you shouldn't be "hurting" too bad for wis(iks have better wis than any other shamen race) the ac of this gear is pretty dang good for what you have available to you as iks, and the saves will help you as well...i dont mean to flame er nuthin, but this armor isn't exactly "useless" esp. considering you can quest for alot of this stuff starting in the mid 20's. cheers!
I started getting this stuff before 20. Sure, the Raider Watchman was out of my league but that is what friends are for 8). Just get a high lvl friend to kill all those evil mobs for you and you are set to go. Give nice looks too.
