Scars of VeliousI found it from a Whelp Kidnapper. It is dropped with a "Secret letter", explaining how to sedate and kill dragons using "pulsing black concoction". The writer of the letter says they only need heads as proof. Harla Dar in Western Wastes asks you to find her Whelp Frakadar who vanished. When you kill Zlandicar the dragon, it drops Frakadar's Talisman, which suggests Zlandicar is with author of the letter. Once you take the items to Harla Dar, she gives you a shawl, which Phara Dar (Veeshan's Peak) was asking for. When you return to Phara Dar, he asks you to avenge his brother (Quest: "Proof for Phara Dar"), and the eye is one of the items he needs as proof.

Found this guy near Zlandis chamber, hit me for max 518 with 1520ac and 2% shielding, ouchy.
Also enraged, and flurried on me. I won fight but not by a lot. Still trying to figure out what this is for, he dropped A Secret Letter and Frakadars Left Eye.
