At the level of play where you get these boots, most people have the following.
White Dragonscale Boots
Boots of Flowing Slime
Boots of Stability (Grieg's End, not PoG)
Vindicator Boots, etc.
All of which have better stats, resists, etc. My guild got one of these tonight, and asked if anyone was interested in paying DKP for them.
No one was.
Kerafym's lair is endgame sort of content. Crap like this drops off of named in the Grey.

I think the more important question here is, why the heck are you complaining. If you can get better items, shut up and go get them.
Yea, this item is definitely a piece of #$^&.. why is it even dropping in ST? it'd be more appropriate to be a WW quest..
ok if you think when this expansion these boots were prob ok boots i know the vindi boots are better.

I sincerely hope these are quest, as they are crap. Course that knowledge would probly still be a bit slower to come.
