This is correct, FT stacks up to 15, I have 3 FT 4 items.
There are also other items that have mana tick that stacks with FT. For example, AHR quest neck has regen8/ft8 effect on it that stacks with Flowing Thought.
If I remember correctly, the WRIST slots for the elemental armor for the INT-casters all have FT4. I may be wrong there. I know for a fact that the regular PoT armor WRIST slots have FT2.
It isn't lore because you have 2 wrists, most quest wrist items like Thurg, SS, and Kael quest armor's aren't lore ont he wrist, if it was lroe you could only get one for one wrist which would suck.

That is because it is a bracelet, and following conventions of quested armors, you can wear 2 of the same wrist item, there are some exceptions but generally this is the rule. But I agree the naming is funny considering, it isn't very loreful if you have 2.
